【摘要】：中國(guó)古代賑災(zāi)的主要措施包括賑濟(jì)、賑貸、賑糶、施粥、蠲免、罷官糴、招商、工賑、勸分等多種。古代賑災(zāi)措施的推出不是偶然的,其主要?jiǎng)右?一在于傳統(tǒng)重民思想這一理論基礎(chǔ),二在于國(guó)家長(zhǎng)治久安的現(xiàn)實(shí)需要。今天看來(lái),古代賑災(zāi)值得珍視的經(jīng)驗(yàn)主要是:1.必須把賑災(zāi)納入規(guī)范化、法制化軌道;2.賑災(zāi)必須治標(biāo)與治本相結(jié)合;3.賑災(zāi)必須注重調(diào)動(dòng)民間積極性;4.賑災(zāi)救助必須注重發(fā)揮經(jīng)濟(jì)手段的作用。
[Abstract]:The main measures of relief in ancient China include relief, relief loans, relief selling, porridge, Juanqian, strike off officials to buy money, attract investment, relief for workers, and so on. The introduction of ancient disaster relief measures is not accidental. Its main motivation lies in the theoretical basis of the traditional thought of emphasizing the people and the practical need of lasting peace and stability of the country. Today, one of the most treasured lessons of ancient disaster relief is: 1. Disaster relief must be standardized and legalized. The relief must combine the symptoms with the root causes. Disaster relief must pay attention to mobilizing the enthusiasm of the people. Disaster relief must pay attention to the role of economic means.
