【摘要】：乾隆五年發(fā)生于荷蘭殖民地巴達維亞的屠殺華人慘案于翌年傳至中國后,清朝政府曾就是否要對荷蘭人采取制裁措施、禁止南洋貿易,展開了一年多的討論,而最后是從貿易利害上考量的觀點占了上風。清朝政府未與本屬"朝貢國"的荷蘭一方進行任何外交交涉便不了了之,實際放棄了在東亞海域積極構筑良性秩序的責任,是決策的失衡。
[Abstract]:After the massacre of Chinese in the Dutch colony of Badawi that occurred in Qianlong five years ago came to China the following year, the Qing government held more than a year of discussion on whether to impose sanctions on the Dutch and ban trade in Nanyang. And finally, the point of view of trade interests prevailed. Without any diplomatic negotiation between the Qing government and the Dutch side, which belongs to the "tributary country", the Qing government gave up the responsibility of actively constructing a benign order in the East Asian Sea, which was an imbalance in decision-making.
