【摘要】：軍民指揮使司是明代設(shè)置于西部邊疆和民族地區(qū)的一種特殊行政建置,其創(chuàng)制并大規(guī)模實施于洪武年間。"軍衛(wèi)牧民"是制度設(shè)計的初衷,而民戶數(shù)量是設(shè)置與否的根本指標,少數(shù)民族地區(qū)僅是外在表現(xiàn)形式。軍民指揮使司管理體制有利于減輕百姓負擔、安撫和教化地方、溝通中央與地方的關(guān)系;但因明中后期世襲武官體制的腐化、人口的增殖等因素,軍民指揮使司亦逐步失去了管理地方的活力,在明中后期、清前期漸次由流官充任的府(州、縣、廳)等建置所取代。
[Abstract]:The Department of military and civilian Command was a special administrative establishment set up in the western frontier and ethnic areas in the Ming Dynasty, which was created and carried out on a large scale during the Hongwu period. "military Wei herdsmen" was the original intention of the system design, and the number of civilian households was the basic indicator of whether or not to set up. Ethnic minority areas are only external forms of expression. The military and civilian command system is conducive to lightening the burden on the people, appeasing and indoctrinating the localities, and communicating the relationship between the central and the local authorities; however, due to the corruption of the hereditary military attache system in the middle and late Ming Dynasty, Because of the multiplication of population, the military and civilian command gradually lost the vitality of local management. In the middle and late Ming Dynasty, the government (state, county, hall) was gradually replaced by the government (state, county, hall).
