【摘要】：從古至今,民主都是人們一直追尋的價(jià)值目標(biāo),民主是時(shí)代的產(chǎn)物,不同的時(shí)代賦予民主不同的形式,人類進(jìn)入到信息時(shí)代后,一種新型的民主形式-網(wǎng)絡(luò)民主產(chǎn)生了。當(dāng)前中國(guó),相對(duì)于代議制民主制度,網(wǎng)絡(luò)民主凸顯出民意表達(dá)的便利性和輿論監(jiān)督力量的優(yōu)勢(shì),引起了政府和整個(gè)社會(huì)的重視。網(wǎng)絡(luò)民主是網(wǎng)絡(luò)時(shí)代的產(chǎn)物,作為一種新興的民主形式,各學(xué)科對(duì)這一新生事物的研究還處于初級(jí)階段,并缺乏系統(tǒng)性的研究。在眾多研究成果中,國(guó)外學(xué)者主要對(duì)其所在國(guó)家的網(wǎng)絡(luò)政治現(xiàn)象研究,其論點(diǎn)對(duì)于中國(guó)的網(wǎng)絡(luò)民主發(fā)展是否適用有待探討,國(guó)內(nèi)的研究還停留在對(duì)網(wǎng)絡(luò)民主基本特征的泛泛而談,缺乏立足于我國(guó)國(guó)情的全面和深入探討,尤其是缺少網(wǎng)絡(luò)民主與相關(guān)制度不足及相關(guān)制度所體現(xiàn)出的倫理精神程度之間關(guān)系的關(guān)注。 本文在政治學(xué)、政治哲學(xué)的視角下對(duì)我國(guó)網(wǎng)絡(luò)民主發(fā)展問(wèn)題進(jìn)行論證,以文獻(xiàn)研究法和辯證分析法為研究方法,以網(wǎng)絡(luò)民主在我國(guó)發(fā)展的現(xiàn)實(shí)特征為出發(fā)點(diǎn),著重探討我國(guó)網(wǎng)絡(luò)民主的在制度倫理背景下的存在形態(tài)和限制因素,提出在以人本、服務(wù)理念的指導(dǎo)下,促進(jìn)我國(guó)網(wǎng)絡(luò)民主的發(fā)展的思考路徑,指出推進(jìn)制度創(chuàng)新是發(fā)展網(wǎng)絡(luò)民主的關(guān)鍵。 除第一部分(緒論)外,論文的正文分為五個(gè)部分。 第二部分提出本文所涉及的相關(guān)知識(shí)體系,系統(tǒng)、深入地挖掘民主、網(wǎng)絡(luò)民主以及制度倫理的概念和內(nèi)涵,并進(jìn)一步對(duì)網(wǎng)絡(luò)民主與制度倫理的內(nèi)在聯(lián)系進(jìn)行分析,為下文奠定堅(jiān)實(shí)的理論基礎(chǔ)。 第三部分在對(duì)網(wǎng)絡(luò)民主的產(chǎn)生、內(nèi)容以及明顯特征的詮釋基礎(chǔ)上,從網(wǎng)民參政議政空間擴(kuò)大化趨勢(shì)、網(wǎng)民參政議政的熱情、網(wǎng)絡(luò)監(jiān)督的力度和作用和政府公共管理受網(wǎng)絡(luò)民主的影響出發(fā),展現(xiàn)我國(guó)網(wǎng)絡(luò)民主發(fā)展的特征。 第四部分就網(wǎng)絡(luò)民主的發(fā)展與制度倫理的價(jià)值追求所具有的統(tǒng)一性為立論基礎(chǔ),對(duì)網(wǎng)絡(luò)民主本身在制度倫理的制度“善”、制度責(zé)任、制度合法性、制度平等,制度自由和制度高效以其存在形態(tài)進(jìn)行討論,分析網(wǎng)絡(luò)民主對(duì)構(gòu)建制度倫理貢獻(xiàn)。 第五部分以我國(guó)網(wǎng)絡(luò)民主發(fā)展的現(xiàn)實(shí)不足為主題,厘清現(xiàn)實(shí)網(wǎng)絡(luò)民主發(fā)展的困境及其產(chǎn)生的原因,為下文研究網(wǎng)絡(luò)民主所應(yīng)作出的思考做鋪墊。 第六部分針對(duì)性地提出了推進(jìn)我國(guó)網(wǎng)絡(luò)民主的思考,提出發(fā)展網(wǎng)絡(luò)民主,—要與推行適度實(shí)名制相結(jié)合；二要推行電子政務(wù)建設(shè)機(jī)制相結(jié)合；三要與完善道德規(guī)范體系相結(jié)合。 總之,網(wǎng)絡(luò)民主作為民主發(fā)展的趨勢(shì),能否積極利用和有效管理網(wǎng)絡(luò)民主直接關(guān)系到社會(huì)主義的發(fā)展前景和建設(shè)和諧社會(huì)的進(jìn)程,而“善”的制度是網(wǎng)絡(luò)民主積極發(fā)展的客觀保證,必須有體現(xiàn)責(zé)任、公平、自由的制度才能促進(jìn)網(wǎng)絡(luò)民主的積極發(fā)展,使網(wǎng)絡(luò)民主真正起到推進(jìn)現(xiàn)實(shí)民主發(fā)展的作用,成為中國(guó)特色社會(huì)主義民主政治的有機(jī)組成部分。
[Abstract]:From ancient times to now, democracy is the value goal that people have been pursuing all the time, democracy is the product of the times, different times endow with different forms of democracy. After mankind enters the information age, a new type of democracy-network democracy comes into being. At present, compared with representative democracy, network democracy highlights the convenience of public opinion expression and the advantages of public opinion supervision, which has aroused the attention of the government and the whole society. Network democracy is the product of the network age. As a new form of democracy, the research on this new thing in various disciplines is still in the primary stage and lacks systematic research. Among the many research results, foreign scholars mainly study the cyberpolitical phenomenon in their country, and whether the argument is applicable to the development of China's cyberdemocracy remains to be discussed. Domestic research has also remained in the general discussion of the basic characteristics of network democracy, lacking comprehensive and in-depth discussion based on the national conditions of our country. In particular, there is a lack of concern about the relationship between network democracy and the insufficiency of related systems and the ethical spirit embodied by related institutions. From the perspective of political science and political philosophy, this paper demonstrates the development of network democracy in China, taking the literature research method and dialectical analysis method as the research method, and taking the realistic characteristics of the network democracy development in our country as the starting point. This paper probes into the existing forms and limiting factors of China's network democracy under the background of institutional ethics, and puts forward the thinking path to promote the development of our country's network democracy under the guidance of humanism and service concept. It is pointed out that promoting institutional innovation is the key to the development of network democracy. In addition to the first part (introduction), the text of the paper is divided into five parts. The second part puts forward the related knowledge system, deeply excavates the concept and connotation of democracy, network democracy and institutional ethics, and further analyzes the internal relationship between network democracy and institutional ethics. Lay a solid theoretical foundation for the following. The third part is based on the interpretation of the emergence, content and obvious characteristics of network democracy, from the trend of the expansion of the space for netizens to participate in political affairs, the enthusiasm of Internet users to participate in political affairs. The strength and function of network supervision and the influence of network democracy on government public management show the characteristics of the development of network democracy in our country. The fourth part is based on the unity of the development of network democracy and the pursuit of the value of institutional ethics, to the system "good", institutional responsibility, institutional legitimacy and institutional equality of network democracy itself in institutional ethics. Institutional freedom and institutional efficiency are discussed in the form of existence, and the contribution of network democracy to the construction of institutional ethics is analyzed. The fifth part takes the reality deficiency of our country's network democracy development as the theme, clarifies the predicament of the real network democracy development and its causes, and paves the way for the following research on the network democracy. The sixth part puts forward the thinking of promoting network democracy in our country, and puts forward that the development of network democracy should be combined with the implementation of moderate real name system; secondly, it should be combined with the construction mechanism of electronic government affairs; and thirdly, it should be combined with the perfection of moral standard system. In short, as a trend of democratic development, whether or not network democracy can be actively utilized and effectively managed is directly related to the development prospects of socialism and the process of building a harmonious society. The "good" system is the objective guarantee for the positive development of network democracy. Only when the system of reflecting responsibility, fairness and freedom can promote the positive development of network democracy, can network democracy really play a role in promoting the development of real democracy. To become an organic part of socialist democratic politics with Chinese characteristics.
