【摘要】：中華民族有著悠久的文明與歷史,也有著豐富的治理經(jīng)驗(yàn)和傳統(tǒng)。我國(guó)歷史上的治理思想,雖然有著時(shí)代的、階級(jí)的、政治的局限性,但仍然可以提供許多有益的啟迪和借鑒�！渡袝诽N(yùn)含著博大精深的萬(wàn)邦治理思想即早期世界治理思想。目前,崛起中的中國(guó)在世界舞臺(tái)上擁有越來(lái)越重要的話語(yǔ)權(quán)以及影響力,崛起后的中國(guó)如何處理與其他國(guó)家的關(guān)系以及中國(guó)如何參與全球治理,國(guó)內(nèi)學(xué)術(shù)界一直在進(jìn)行思考,從數(shù)千年的歷史文化遺產(chǎn)中總結(jié)出富有本民族特色與智慧的國(guó)際關(guān)系理論原則和思想方法來(lái)指導(dǎo)現(xiàn)實(shí)研究,為豐富現(xiàn)有國(guó)際關(guān)系理論提供中國(guó)傳統(tǒng)思想資源是本論文研究的目的所在。文章從《尚書》萬(wàn)邦治理思想產(chǎn)生的時(shí)代背景著手:分析《尚書》所記載的夏商周時(shí)期的聯(lián)盟共主制的國(guó)家形態(tài),以及存在的國(guó)際體系。在分析其產(chǎn)生的時(shí)代背景之后歸納概括出了萬(wàn)邦治理思想的主要內(nèi)容:重民保民,懷柔殷民是萬(wàn)邦治理的價(jià)值取向;五服制是萬(wàn)邦治理的差序格局,是一種手段和方式;禮是萬(wàn)邦治理的秩序規(guī)范;協(xié)和萬(wàn)邦是萬(wàn)邦治理的終極理想。在對(duì)前文萬(wàn)邦治理思想的內(nèi)容進(jìn)行分析的基礎(chǔ)之上,力圖探尋萬(wàn)邦治理思想的重要價(jià)值因素:這些價(jià)值有助于對(duì)當(dāng)今崛起中的中國(guó)堅(jiān)持走和平發(fā)展道路,積極參與全球治理,順應(yīng)世界民心與構(gòu)建良好的國(guó)家形象,以實(shí)現(xiàn)協(xié)和萬(wàn)邦為目標(biāo)理想等內(nèi)容來(lái)構(gòu)建中國(guó)與國(guó)際社會(huì)的關(guān)系具有一定的啟發(fā)作用。
[Abstract]:The Chinese nation has a long civilization and history, but also has rich experience and tradition of governance. Although the thought of governance in the history of our country has the limitation of the times, the class and the politics, it can still provide a lot of useful enlightenment and reference. The book of Shang Shu contains the broad and profound thought of governing the whole nation, that is, the early thought of world governance. At present, the rising China has more and more important voice and influence on the world stage, and the domestic academic circles have been pondering how the rising China will handle its relations with other countries and how it will participate in global governance. From thousands of years of historical and cultural heritage, summed up the rich national characteristics and wisdom of international relations theory and ideological methods to guide the practical study, The purpose of this thesis is to provide Chinese traditional ideological resources for enriching the existing theories of international relations. This paper begins with the background of the emergence of the thought of governance of ten thousand states in the Book of Shang, Shang and Zhou dynasties, and analyzes the state form of the alliance co-dominating system in the Xia, Shang and Zhou dynasties as well as the existing international system as recorded in the Book of Shang and Shang dynasties. After analyzing the background of its emergence, this paper sums up the main contents of the thought of governance of ten thousand states: emphasizing the people and protecting the people, Huairou Yin people is the value orientation of the governance of the ten thousand states, the system of five services is the different order pattern of the governance of the ten thousand states, it is a means and method. Ritual is the standard of order in the governance of all states, and Concorde is the ultimate ideal of governance of all states. On the basis of analyzing the contents of the former thought of governance of ten thousand states, this paper tries to find out the important value factors of the thought of governance of ten thousand states: these values are helpful to stick to the path of peaceful development and participate actively in global governance for China, which is rising up today. It is enlightening to build the relationship between China and the international community by conforming to the people's hearts of the world, building a good national image and taking the realization of Concord as the goal and ideal.
