【摘要】：網(wǎng)絡(luò)改變了人們工作生活的方式。發(fā)展至今,網(wǎng)絡(luò)已經(jīng)不再簡(jiǎn)單地作為人們休閑娛樂(lè)的平臺(tái),也成為人們表達(dá)個(gè)人意愿、實(shí)現(xiàn)社會(huì)價(jià)值的一種有效手段�；趯W(xué)者已有的研究,綜合網(wǎng)絡(luò)具有的特征,可以簡(jiǎn)單地認(rèn)為網(wǎng)絡(luò)參與就是公民利用網(wǎng)絡(luò)平臺(tái)來(lái)反映、表達(dá)一些意見(jiàn)和看法等,實(shí)現(xiàn)社會(huì)公眾思想、輿論的活動(dòng)�，F(xiàn)實(shí)生活中民眾對(duì)某些事物、觀點(diǎn)、問(wèn)題的一些看法、意見(jiàn)、建議匯聚在一起,就構(gòu)成了社會(huì)公眾影響公共政策進(jìn)而實(shí)現(xiàn)政治參與的一種途徑和表現(xiàn)形式。網(wǎng)絡(luò)參與具有參與主體平等廣泛性、意見(jiàn)表達(dá)的安全經(jīng)濟(jì)性、信息傳播交互快捷性、參與渠道多樣靈活等優(yōu)勢(shì),能夠在更大程度上促進(jìn)公共政策問(wèn)題的構(gòu)建、保障公共政策的科學(xué)化和民主化、降低政策執(zhí)行成本、形成實(shí)現(xiàn)民主價(jià)值訴求的重要切入機(jī)制、提升公民參與能力。也正是如此,網(wǎng)絡(luò)參與越來(lái)越受到重視。但是,任何事物都存在著兩面性,伴隨著網(wǎng)絡(luò)的發(fā)展,網(wǎng)絡(luò)參與在充分彰顯其優(yōu)越性的同時(shí),還受制于網(wǎng)民理性參與意識(shí)偏低、沒(méi)有形成信息搜集的長(zhǎng)效機(jī)制、缺乏高效的民意傳遞渠道、網(wǎng)絡(luò)立法不完善、相關(guān)制度不健全等不利因素,存在著代表性弱、相關(guān)制度不健全等負(fù)面影響。綜合考慮網(wǎng)絡(luò)參與的各方面特征和對(duì)于公共政策的雙重影響,應(yīng)該逐步擴(kuò)大網(wǎng)絡(luò)民意代表性,提高網(wǎng)民政治參與素質(zhì),規(guī)范網(wǎng)民議政規(guī)則,使網(wǎng)絡(luò)參與對(duì)于公共政策的功能更加優(yōu)化。
[Abstract]:The Internet has changed the way people work and live. Up to now, the network is no longer a simple platform for people's leisure and entertainment, but also an effective means for people to express their personal will and realize social value. Based on the existing research and the characteristics of the comprehensive network, we can simply think that the network participation is to reflect and express some opinions and opinions by citizens using the network platform to realize the activities of social public thought and public opinion. In real life, some opinions, opinions and suggestions of people on some things, opinions and problems come together, which constitute a way and a form of expression for the public to influence public policies and then realize political participation. Network participation has the advantages of equality and extensiveness of participants, safe and economical expression of opinions, quick communication of information, flexible participation channels, and so on, which can promote the construction of public policy issues to a greater extent. To ensure the scientific and democratic public policy, to reduce the cost of policy implementation, to form an important mechanism to realize democratic values, and to enhance citizens' ability to participate. It is precisely so, network participation is paid more and more attention to. However, there are two sides to everything. With the development of the network, network participation not only fully demonstrates its superiority, but also is constrained by the low consciousness of rational participation of Internet users and the lack of a long-term mechanism for information collection. Lack of efficient channels of public opinion transmission, network legislation is not perfect, related system is not perfect and other adverse factors, such as weak representation, the related system is not perfect and other negative effects. Considering comprehensively the characteristics of network participation and its dual influence on public policy, we should gradually expand the representation of public opinion on the network, improve the quality of Internet users' political participation, and standardize the rules for Internet users to discuss politics. Make network participation more optimized for the function of public policy.
