【摘要】：博客,是一種依托Web2.0技術(shù)建立起來(lái)的,以個(gè)人主頁(yè)形式存在,由個(gè)體自主決定其內(nèi)容主旨的網(wǎng)絡(luò)交流工具。博客具備的個(gè)人性、時(shí)間性、開(kāi)放性、互動(dòng)性與“零進(jìn)入門(mén)檻”的顯著特征使其不僅成為人們記錄個(gè)人的生活與情感、發(fā)布信息、溝通交友乃至商業(yè)營(yíng)銷(xiāo)的重要網(wǎng)絡(luò)工具,而且成為公眾學(xué)習(xí)知識(shí)、提升自我的網(wǎng)絡(luò)平臺(tái)。同時(shí),它對(duì)政治生活也產(chǎn)生了深刻的影響：博客基于網(wǎng)絡(luò)技術(shù)和信息技術(shù)的的獨(dú)特優(yōu)勢(shì)突破時(shí)空界限,極大地提高了政治信息傳播的深度和廣度,拓展了政治技能的傳授渠道,成為普及和延續(xù)政治文化的有效媒介；博客的“零進(jìn)入門(mén)檻”、個(gè)人性特征和超鏈接技術(shù)的運(yùn)用,大大地削弱了傳統(tǒng)的“把關(guān)人”的作用,為政治交流創(chuàng)造了一個(gè)平等、開(kāi)放、多維的交流平臺(tái),成為實(shí)踐公民監(jiān)督權(quán)力的有效渠道；博客以其開(kāi)放性、交互性的特點(diǎn)培育了公共領(lǐng)域的自主性的理性交往主體,大大節(jié)約了公共領(lǐng)域中的人際交往和政治參與的成本,構(gòu)筑了公共輿論的理想交流場(chǎng)所,體現(xiàn)出了構(gòu)建網(wǎng)絡(luò)公共領(lǐng)域的潛質(zhì)。博客的這些政治功能已在國(guó)外的政治實(shí)踐中,特別是美國(guó)的政治實(shí)踐中得到了有效地利用,并取得了良好的效果。 然而,在我國(guó),由于博客的政治功能尚未引起有關(guān)政府部門(mén)的足夠重視、政府部門(mén)對(duì)博客的管理不夠科學(xué)、作為博客主力軍的“草根”博客的政治功能還未發(fā)揮出來(lái)等原因,阻礙了我國(guó)博客的功能在政治領(lǐng)域的充分發(fā)揮。筆者認(rèn)為,只有重視以博客為代表的新媒體的輿論力量,對(duì)其進(jìn)行科學(xué)管理,加強(qiáng)博客自律,不斷提高網(wǎng)民的綜合素質(zhì)方能促進(jìn)我國(guó)博客的健康發(fā)展,才能使博客的政治功能得到充分發(fā)揮,從而推動(dòng)我國(guó)民主政治的建設(shè)。
[Abstract]:Blog is a kind of network communication tool based on Web2.0 technology, which exists in the form of personal home page and is determined by individuals independently. The remarkable features of personal, temporal, open, interactive and "zero entry threshold" make blog not only become an important network tool for people to record personal life and emotion, publish information, communicate and make friends, but also for business marketing. And become the public to learn knowledge, improve self-online platform. At the same time, it also has a profound impact on political life: the unique advantages of blog based on network technology and information technology have broken through the boundaries of time and space, greatly improved the depth and breadth of political information dissemination, and expanded the channels for the teaching of political skills. To become an effective medium for popularizing and extending political culture; The "zero entry threshold" of blogs, the use of personality and hyperlink technology have greatly weakened the role of traditional "gatekeepers" and created an equal, open and multidimensional platform for political exchanges. To become an effective channel to practice citizens' supervisory power; Blog, with its characteristics of openness and interactivity, cultivates the independent rational subject of communication in the public sphere, greatly saves the cost of interpersonal communication and political participation in the public sphere, and constructs an ideal place for public opinion exchange. It reflects the potential of constructing network public domain. These political functions of blog have been used effectively in foreign political practice, especially in American political practice, and good results have been obtained. However, in our country, because the political function of blog has not been paid enough attention to by relevant government departments, the management of blog by government departments is not scientific enough, and the political function of "grassroots" blog, which is the main force of blog, has not been brought into play. Hinders our country blog function in the political domain the full play. The author thinks that only by paying attention to the public opinion power of new media represented by blog, managing it scientifically, strengthening blog self-discipline and improving the comprehensive quality of netizens can we promote the healthy development of blog in our country. Only then can the political function of blog be brought into full play, thus promoting the construction of democratic politics in our country.
