【摘要】：列寧的社會主義學(xué)說博大精深,其中重要內(nèi)容之一,是關(guān)于“漸進發(fā)展”的理論。所謂“漸進發(fā)展”是指在經(jīng)濟建設(shè)中采取緩和的辦法,逐步地推進向社會主義過渡的過程或者是社會主義建設(shè)的過程,是一種與“冒進”相對應(yīng)的平穩(wěn)的發(fā)展?fàn)顟B(tài)。經(jīng)典作家列寧關(guān)于“漸進發(fā)展”的理論,是向著社會主義目標(biāo)漸進發(fā)展的理論。 列寧的這一理論主要包括下述內(nèi)容：主張較長時期地發(fā)展小農(nóng)經(jīng)濟；積極利用私人資本主義因素來建設(shè)社會主義；調(diào)節(jié)買賣和貨幣流通,抓住商業(yè)這一環(huán)節(jié)；適時地轉(zhuǎn)變工作重心以消除“激進發(fā)展”的態(tài)勢等等。列寧“漸進發(fā)展”理論的實質(zhì)就是積極利用國家資本主義和私人資本主義的作用來發(fā)展社會主義。它具有政治平穩(wěn)性的價值取向,是同經(jīng)濟文化落后國家國情相適應(yīng)的建設(shè)社會主義的正確途徑。 以鄧小平、江澤民和胡錦濤為代表的中國共產(chǎn)黨在新實踐中豐富和發(fā)展了“漸進發(fā)展”的理論,提出了經(jīng)濟發(fā)展速度和經(jīng)濟效益相統(tǒng)一,國民經(jīng)濟建設(shè)分輕重緩急和不同階段循序漸進,現(xiàn)代化進程中的政治改革、民主建設(shè)循序漸進等一系列漸進性發(fā)展思想。并且以簡單通俗的話語深入淺出的表達了列寧關(guān)于“漸進發(fā)展”的理論。此外,當(dāng)代中國共產(chǎn)黨人還把漸進發(fā)展與社會穩(wěn)定相聯(lián)系,提升了對漸進發(fā)展理論重要性的認(rèn)識,并且將“漸進發(fā)展”這一抽象理論內(nèi)化為具體的工作原則,增強了漸進發(fā)展的可操作性和適用性,使得這一科學(xué)理論進一步成熟化和科學(xué)化。 在以上理論基礎(chǔ)之上,本文還分析了列寧“漸進發(fā)展”理論的時代價值及意義,得出一個重要結(jié)論：“漸進發(fā)展”是經(jīng)濟文化相對落后國家建設(shè)社會主義的根本方式。這對于具有相同國情的東方國家建設(shè)社會主義具有重要的理論意義和現(xiàn)實意義。
[Abstract]:Lenin's theory of socialism is extensive and profound. One of the important contents is the theory of progressive development. The so-called "progressive development" refers to a steady development state corresponding to "rash advance", which refers to the process of gradual transition to socialism or the process of socialist construction by adopting a detente method in economic construction. The classical writer Lenin's theory of progressive development is a theory of progressive development towards the socialist goal. Lenin's theory mainly includes the following contents: advocating the development of small-scale peasant economy for a longer period; actively utilizing the factors of private capitalism to build socialism; Timely change of focus to eliminate the "radical development" situation and so on. The essence of Lenin's theory of progressive development is to actively utilize the role of state capitalism and private capitalism to develop socialism. It has the value orientation of political stability and is the correct way to build socialism in accordance with the national conditions of the backward countries. The Communist Party of China, represented by Deng Xiaoping, Jiang Zemin and Hu Jintao, enriched and developed the theory of "progressive development" in the new practice, and put forward the unity of economic development speed and economic benefits. The national economic construction is divided into priorities and different stages, and a series of progressive development thoughts, such as political reform in the process of modernization, gradual and orderly development of democratic construction, etc. And expressed Lenin's theory of "progressive development" with simple and popular words. In addition, contemporary Chinese Communists have linked progressive development to social stability, enhanced their understanding of the importance of progressive development theory, and internalized the abstract theory of "progressive development" into concrete working principles. It enhances the maneuverability and applicability of progressive development and makes the scientific theory more mature and scientific. On the basis of the above theories, this paper also analyzes the value and significance of Lenin's theory of "progressive development", and draws an important conclusion: "gradual development" is the fundamental way of building socialism in economically and culturally backward countries. This has important theoretical and practical significance for the construction of socialism in oriental countries with the same national conditions.
