【摘要】： 2003年非典的爆發(fā)是中國政府危機時代——“非穩(wěn)定時代”到來的標志。隨著經(jīng)濟和政治全球化進程的加速,公共危機成為了當今世界各國所共同面臨的問題。政府在危機中所表現(xiàn)和做出的一舉一動都會成為社會大眾目光的集中注視點。在公共危機中,政府應如何及時而有效地處理公共危機事件,已經(jīng)成為我國各級政府所面臨的重大挑戰(zhàn)。這既直接影響著我國政治、經(jīng)濟、社會的穩(wěn)定和發(fā)展,又會影響到政府在民眾心中的公信力以及政府形象。在新的時代背景要求下,政府對公共危機的有效治理對于提升政府在公眾心目中的形象和可依賴程度有著十分重大的作用。如何開發(fā)、整合和分配各種社會資源,從而大力提高政府的公共危機治理能力,這已經(jīng)成為了我國理論和實踐領域共同關注的熱點問題。公共危機治理是公共管理的一個重要領域,公共危機治理的主體、客體和過程都具有一定的社會性。特別是公共危機治理的客體——公共危機,其擁有的破壞性、不確定性和社會性等特點,要求人們盡可能調(diào)用一切社會資源進行危機預防、危機應對和危機恢復,而社會資本正是一種可被調(diào)用的社會結(jié)構性資源。本文對公共危機治理中社會資本的研究,是從社會基礎層面分析影響公共危機治理的因素,試圖為政府公共危機治理提供一個新的研究視角和一些新的提升方式。 本文按照“概念界定——理論分析——現(xiàn)實比照——提升途徑”的邏輯順序?qū)ι鐣Y本視域下政府公共危機治理途徑進行研究及探討。首先從“公共危機”、“公共危機治理”、“社會資本”等相關概念的界定入手,結(jié)合公共危機治理的必要性,在對公共危機治理語境下、社會資本釋義的基礎上,分析了社會資本與政府危機治理職能的內(nèi)在關聯(lián),并對我國公共危機治理中社會資本缺失的現(xiàn)狀及成因作出分析總結(jié),進而提出了提高我國政府公共危機治理績效的現(xiàn)代社會資本可選擇的路徑。
[Abstract]:The outbreak of SARS in 2003 marked the arrival of the "unstable era" in the crisis era of the Chinese government. With the acceleration of economic and political globalization, public crisis has become a common problem in the world. The government's performance and every move in the crisis will become the focus of the public's attention. In the public crisis, how to deal with the public crisis in time and effectively has become a great challenge to all levels of government in our country. This will not only directly affect the political, economic and social stability and development of our country, but also affect the credibility of the government in the hearts of the public and the image of the government. Under the requirements of the new era, the effective governance of the public crisis plays a very important role in improving the image and dependability of the government in the public mind. How to develop, integrate and distribute all kinds of social resources so as to improve the government's ability to manage public crisis has become a hot issue in the field of theory and practice in our country. Public crisis management is an important field of public management. The subject, object and process of public crisis management have certain sociality. In particular, the public crisis, the object of public crisis management, has the characteristics of destruction, uncertainty and sociality, which require people to use all social resources as far as possible for crisis prevention, crisis response and crisis recovery. Social capital is a kind of social structural resources that can be used. The study of social capital in public crisis management in this paper is to analyze the factors that affect the governance of public crisis from the social foundation level, and try to provide a new research perspective and some new ways to promote the governance of public crisis. According to the logical sequence of "Conceptual Definitions-theoretical Analysis-realistic comparison-Promotion approaches", this paper studies and probes into the ways of governance of government public crisis from the perspective of social capital. Starting with the definition of "public crisis", "public crisis governance" and "social capital", and combining with the necessity of public crisis management, this paper explains the meaning of social capital in the context of public crisis governance. This paper analyzes the internal relationship between social capital and the function of government crisis management, and analyzes and summarizes the present situation and causes of the lack of social capital in the management of public crisis in China. Then it puts forward the path that can be chosen by modern social capital to improve the performance of government's public crisis management.
