【摘要】：全球化正在給我們的生活帶來更大更多的變化,也深刻的影響著公共管理理論和實(shí)踐的發(fā)展。縱觀公共管理理論的發(fā)展歷程,回到其前身公共行政學(xué),傳統(tǒng)的公共行政學(xué)是與西方工業(yè)社會(huì)相適應(yīng)的公共行政理論和發(fā)展模式,隨著信息化、全球化和社會(huì)逐步進(jìn)入后工業(yè)時(shí)期,西方的公共管理理論和實(shí)踐運(yùn)用都有變化和演進(jìn),尤其是聲勢(shì)浩大的公共部門改革浪潮,先后出現(xiàn)了諸如管理主義、重塑政府、企業(yè)化政府和新公共管理等。緣于對(duì)西方社會(huì)發(fā)展實(shí)踐出現(xiàn)問題的分析總結(jié),對(duì)公共管理理論的發(fā)展發(fā)揮反作用力,促進(jìn)理論系統(tǒng)的完善和發(fā)展。與西方國(guó)家相比較,我國(guó)雖早已形成了自己的傳統(tǒng)治理的模式系統(tǒng),但在西方理論意義上的公共管理理論與實(shí)踐的發(fā)展都起步較晚,在這個(gè)科學(xué)技術(shù)拉近人與人的距離的時(shí)代,我們也深刻的感受到了傳統(tǒng)的治理模式已不能適應(yīng)當(dāng)下社會(huì)治理的需求,不能逆世界民主大浪潮而行,迫切需要推進(jìn)法制化和民主化建設(shè)。我們所處的轉(zhuǎn)型期,社會(huì)正在發(fā)生重大的調(diào)整,各種問題矛盾涌現(xiàn),對(duì)當(dāng)前中國(guó)的公共管理提出新的挑戰(zhàn)。新形勢(shì)和新環(huán)境要求我們不斷進(jìn)行公共管理理論創(chuàng)新,對(duì)實(shí)踐的發(fā)展起到燈塔的作用。我們不僅要仔細(xì)分析和研究西方已經(jīng)完成的理論指導(dǎo),更要清醒認(rèn)識(shí)各種理論的利弊,尤其是在實(shí)踐發(fā)展中所出現(xiàn)的問題,對(duì)于先進(jìn)于我們的理論,不能采取拿來主義,要探尋出符合自己的道路模式。對(duì)于西方社會(huì)已經(jīng)走過的階段,我們完全不必重蹈覆轍,力爭(zhēng)利用后發(fā)優(yōu)勢(shì)實(shí)現(xiàn)跨越式發(fā)展,這樣既符合世界發(fā)展潮流,也是迎合中國(guó)發(fā)展的需要。
[Abstract]:Globalization is bringing more and more changes to our life, and also deeply affecting the development of public management theory and practice. Throughout the development of public management theory, back to its predecessor, public administration, the traditional public administration theory and development model adapted to the western industrial society, with the information, With globalization and society gradually entering the post-industrial period, the theory and practice of public management in the West have changed and evolved, especially in the great wave of public sector reform, such as managementism, reshaping the government. Enterprise government and new public management, etc. Because of the analysis and summary of the problems in the practice of western social development, it exerts a counterforce on the development of the theory of public management and promotes the perfection and development of the theoretical system. Compared with western countries, although our country has already formed its own mode system of traditional governance, the development of the theory and practice of public management in the sense of western theory has started relatively late, and in this era of science and technology bringing people closer to each other, We also deeply feel that the traditional governance model has been unable to adapt to the needs of the current social governance, can not go against the great wave of democracy in the world, urgent need to promote the construction of legalization and democratization. In the period of transformation, the society is undergoing major adjustment, various problems and contradictions emerge, which poses new challenges to China's public administration. The new situation and new environment require us to innovate the theory of public management and play a lighthouse role in the development of practice. We should not only carefully analyze and study the theoretical guidance that has been completed in the West, but also soberly understand the advantages and disadvantages of various theories, especially the problems that arise in the development of practice, and we cannot adopt a doctrine that is more advanced than ours. To find out their own road model. For the stage that the western society has gone through, we do not have to repeat the same mistake and strive to make use of the advantage of the latecomer to realize the leapfrog development, which is not only in line with the trend of world development, but also meets the needs of China's development.
