【摘要】：扶貧項(xiàng)目如何準(zhǔn)確瞄準(zhǔn)貧困農(nóng)戶(hù)是反貧困理論的焦點(diǎn)問(wèn)題,也是一個(gè)世界性難題。文章從政治關(guān)聯(lián)的視角深入分析了這一問(wèn)題。通過(guò)對(duì)5省30個(gè)貧困村互助資金試點(diǎn)村調(diào)研數(shù)據(jù)的分析發(fā)現(xiàn):(1)具有政治關(guān)聯(lián)對(duì)農(nóng)戶(hù)參加扶貧項(xiàng)目有顯著正向影響;(2)村級(jí)治理不完善是導(dǎo)致政治關(guān)聯(lián)影響扶貧資源瞄準(zhǔn)的重要原因;(3)政治關(guān)聯(lián)影響扶貧資源瞄準(zhǔn)的外部原因是政府主導(dǎo)的扶貧項(xiàng)目過(guò)多,公益組織在扶貧領(lǐng)域發(fā)揮作用太小。因此完善村級(jí)治理,鼓勵(lì)公益組織在扶貧領(lǐng)域中發(fā)揮作用,降低政治關(guān)聯(lián)對(duì)扶貧項(xiàng)目瞄準(zhǔn)的影響,是實(shí)現(xiàn)精準(zhǔn)扶貧的重要措施。文章揭示了村級(jí)治理不完善與扶貧項(xiàng)目瞄準(zhǔn)之間的矛盾,并從政治關(guān)聯(lián)的角度分析了公益組織在扶貧領(lǐng)域中發(fā)揮作用的重要性。研究結(jié)論對(duì)我國(guó)治理貧困和完善精準(zhǔn)扶貧機(jī)制有重要啟示作用。
[Abstract]:How to accurately target poor farmers is the focus of anti-poverty theory, and it is also a worldwide problem. The article analyzes this problem from the angle of political connection. Through the analysis of the survey data of 30 poor villages' mutual funds in 5 provinces, it is found that: (1) having political connections has a significant positive impact on farmers' participation in poverty alleviation projects; (2) imperfect governance at the village level results in the influence of political connections on poverty alleviation resources. (3) the external reason that the political connection affects the targeting of poverty alleviation resources is that there are too many government-led poverty alleviation projects. Public welfare organizations play too little role in the field of poverty alleviation. Therefore, improving village governance, encouraging public welfare organizations to play a role in the field of poverty alleviation and reducing the impact of political connections on poverty alleviation projects are important measures to achieve precision poverty alleviation. This paper reveals the contradiction between the imperfection of village governance and the aim of poverty alleviation projects, and analyzes the importance of public welfare organizations in the field of poverty alleviation from the angle of political connection. The conclusion of the study has important enlightenments for our country to control poverty and perfect the mechanism of precision poverty alleviation.
