【摘要】：庇古與蒂特馬斯是推動社會成本研究的兩位關(guān)鍵學者。蒂特馬斯認為庇古是首位正視社會成本存在的經(jīng)濟學家,但經(jīng)濟學研究及其方法無法妥善解決社會成本造成的損害。因此,蒂特馬斯在批判繼承庇古研究成果的基礎上,開創(chuàng)性地將社會成本引入了社會政策學研究領(lǐng)域,對社會成本損害的發(fā)生、發(fā)展及其治理展開了全面而深入的分析,提出了社會政策是妥善解決社會成本的有效方法以及必須將經(jīng)濟學的邊際損害補償擴展到社會政策式的控制和預防等觀點,從而超越了庇古,實現(xiàn)了社會成本研究的社會政策學轉(zhuǎn)向,引領(lǐng)了社會成本研究發(fā)展的新方向。蒂特馬斯的社會成本研究不僅推動了社會政策學學科的發(fā)展,也為當今中國妥善解決社會成本問題、促進經(jīng)濟和社會協(xié)調(diào)發(fā)展提供了有益的啟示。
[Abstract]:Pigou and Tithmas are two key scholars to promote the study of social cost. Tithmas thought that Pigou was the first economist to face the existence of social cost, but economic research and its methods could not properly solve the damage caused by social cost. Therefore, on the basis of criticizing and inheriting Pigou's research achievements, Tithmas has introduced the social cost into the field of social policy research, and has carried out a comprehensive and in-depth analysis of the occurrence, development and governance of social cost damage. This paper puts forward that social policy is an effective method to solve the social cost properly and that the marginal damage compensation of economics must be extended to the control and prevention of social policy so as to go beyond Pigou. It realizes the social policy turn of social cost research and leads the new direction of social cost research. Tithmas' research on social cost not only promotes the development of the subject of social policy, but also provides beneficial enlightenment for China to solve the problem of social cost properly and promote the harmonious development of economy and society.
