周恩來民主思想的實踐性研究

【摘要】：周恩來的民主思想與實踐,是馬克思主義基本原理與中國社會主義革命和民主建設(shè)實踐相結(jié)合的產(chǎn)物,是馬克思主義民主思想在我國的具體體現(xiàn)之一。周恩來關(guān)于完善人大制度和政協(xié)制度、民主與專政、民主與法制、黨內(nèi)民主與人民民主等方面均有深刻、豐富的論述。論文除引論與結(jié)論外,正文包括四大部分。 引論首先介紹了周恩來早期的求學(xué)和社會實踐經(jīng)歷,并敘述了周恩來民主思想在周恩來整個思想體系中的重要地位,以及周恩來民主思想與法制思想之間的辯證關(guān)系。 第一部分主要論述周恩來早期民主思想的萌芽、發(fā)展過程,從周恩來早期的社會經(jīng)歷及學(xué)業(yè)知識方面認識周恩來的民主救國理想,對周恩來早期民主思想的內(nèi)容進行歸納,總結(jié)其特點,即資產(chǎn)階級性質(zhì)和不成熟性。 第二部分介紹周恩來在旅日旅歐期間接觸并研究馬克思主義學(xué)說并成為一名共產(chǎn)主義者的歷程,信仰馬克思主義使周恩來在革命實踐中逐步摒棄資產(chǎn)階級民主思想,并樹立馬克思主義民主觀。 第三部分主要論述我國基本政治制度確立過程中周恩來民主思想的反映。首先,在對我國基本民主制度即人民代表大會制度的完善中,周恩來十分重視完善人民代表的選舉方法,并對人大代表的工作方法、作風(fēng)進行改進;其次,在對人民政協(xié)制度的完善中,周恩來從民主的高度肯定了政協(xié)的性質(zhì)和意義,并由此規(guī)定了政協(xié)的組織機構(gòu)和一套工作原則和方法,確保人民政協(xié)制度發(fā)揮應(yīng)有的協(xié)商民主價值。 第四部分闡述了周恩來對下列三個問題的觀點:第一,民主與專政關(guān)系,以專政保障民主,但擴大民主才符合人民利益;第二,民主與法制的辯證關(guān)系,重點是民主的法制化問題;第三,黨內(nèi)民主與人民民主,以黨內(nèi)民主促進人民民主。 結(jié)論部分是對周恩來民主思想的評析。周恩來的革命經(jīng)歷是中國革命的縮影,周恩來的民主思想也是由時代的需要而塑造的,是時代呼喚的結(jié)果;周恩來的民主思想既對毛澤東的民主思想有繼承發(fā)展的一面,也有補充性甚至科學(xué)性的一面;同時,周恩來的一些民主思想和民主實踐對現(xiàn)階段我國政治文明建設(shè)也極具啟發(fā)意義。周恩來的民主思想既有時代的先進性,又有時代的局限性。
[Abstract]:Zhou Enlai's democratic thought and practice is the product of combining the basic principles of Marxism with the practice of Chinese socialist revolution and democratic construction, and is one of the concrete embodiment of Marxist democratic thought in our country. Zhou Enlai has profound and rich exposition on perfecting the system of people's Congress and CPPCC, democracy and dictatorship, democracy and legal system, inner-party democracy and people's democracy. In addition to the introduction and conclusions, the text consists of four parts. The introduction first introduces Zhou Enlai's early experience of studying and social practice, and narrates the important position of Zhou Enlai's democratic thought in Zhou Enlai's whole thought system, and the dialectical relationship between Zhou Enlai's democratic thought and legal system thought. The first part mainly discusses the budding and developing process of Zhou Enlai's early democratic thought, from Zhou Enlai's early social experience and academic knowledge to understand Zhou Enlai's democratic ideal of saving the nation, and sums up the content of Zhou Enlai's early democratic thought. Summarize its characteristic, namely bourgeois nature and immaturity. The second part introduces Zhou Enlai's history of contacting and studying the Marxist theory and becoming a communist during his trip to Europe in Japan. The belief in Marxism made Zhou Enlai gradually abandon bourgeois democratic ideas in his revolutionary practice. And set up Marxist democratic view. The third part mainly discusses the reflection of Zhou Enlai's democratic thought in the process of establishing our country's basic political system. First, in perfecting the basic democratic system of our country, that is, the system of the people's Congress, Zhou Enlai attached great importance to perfecting the election methods of the people's congresses, and improved the working methods and style of deputies to the people's Congress; secondly, In perfecting the CPPCC system, Zhou Enlai affirmed the nature and significance of the CPPCC from a democratic perspective, and thus stipulated the organization and organization of the CPPCC and a set of working principles and methods. To ensure that the CPPCC system should give play to the value of consultation and democracy. The fourth part expounds Zhou Enlai's views on the following three issues: first, the relationship between democracy and dictatorship, the protection of democracy by dictatorship, but the expansion of democracy is in the interests of the people; second, the dialectical relationship between democracy and the legal system. Third, inner-party democracy and people's democracy, with inner-party democracy to promote people's democracy. The conclusion part is the analysis of Zhou Enlai's democratic thought. Zhou Enlai's revolutionary experience is a microcosm of the Chinese revolution, and Zhou Enlai's democratic thought is shaped by the needs of the times and is the result of the times' call. At the same time, some democratic thoughts and practices of Zhou Enlai are also very enlightening to the construction of political civilization in our country at the present stage. Zhou Enlai's democratic thought has both the advanced nature of the times and the limitations of the times.
