【摘要】：正制度具有全局性、根本性、長期性的作用。隨著經(jīng)濟(jì)體制改革的深入推進(jìn)和社會(huì)利益格局的深刻調(diào)整,各類深層次矛盾和問題浮出水面,發(fā)展社會(huì)事業(yè)、促進(jìn)社會(huì)公正、應(yīng)對社會(huì)危機(jī)、維護(hù)社會(huì)穩(wěn)定成為社會(huì)管理亟須解決的現(xiàn)實(shí)課題。必須強(qiáng)化社會(huì)管理制度建設(shè),構(gòu)建完善的社會(huì)管理制度體系,保障發(fā)展型制度、規(guī)范型制度、控制型制度的有效供給,這是現(xiàn)代社會(huì)管理的內(nèi)在要求。對現(xiàn)代社會(huì)管理進(jìn)行制度分析,能夠?yàn)榇龠M(jìn)社會(huì)管理制度合理變遷提供科學(xué)依據(jù)。
[Abstract]:Positive system has overall, fundamental and long-term function. With the deepening of the reform of the economic system and the profound adjustment of the pattern of social interests, various kinds of deep-seated contradictions and problems have emerged to develop social undertakings, promote social justice, and deal with social crises. The maintenance of social stability has become an urgent problem for social management. It is necessary to strengthen the construction of social management system, to construct a perfect social management system, to guarantee the effective supply of developmental system, canonical system and control-oriented system, which is the inherent requirement of modern social management. The institutional analysis of modern social management can provide scientific basis for the rational change of social management system.
