【摘要】：國(guó)內(nèi)學(xué)界主流的看法認(rèn)為,單一制與聯(lián)邦制之間并無(wú)根本區(qū)別,只有形式上的差異,實(shí)行何種制度端賴一國(guó)之歷史與傳統(tǒng)等因素。此種看法是否站得住腳?歷史上的政治理論家們?nèi)绾慰创@兩種不同的制度安排?他們的論證給我們?cè)鯓拥膯⑹?對(duì)這些問(wèn)題進(jìn)行深入細(xì)致的探討,無(wú)論在理論上還是在實(shí)踐上都大有裨益。
[Abstract]:The mainstream view in domestic academic circles is that there is no fundamental difference between unitary system and federalism, only the difference in form, and which system should be implemented depends on the history and tradition of a country. Is this view tenable? How do historical political theorists view these two different institutional arrangements? How does their argument enlighten us? It is of great benefit both in theory and in practice to make a thorough and detailed discussion on these problems.
