【摘要】：發(fā)展公正性問題的凸顯，既是源于人們對公正作為社會的首要價值的深切體認，也是基于對長期以來社會發(fā)展所表現出來的各種不公正現象的深刻反思。改革開放以來，中國社會發(fā)展取得了舉世矚目的成就，以經濟建設為中心的發(fā)展戰(zhàn)略極大地調動了人們的積極性、主動性和創(chuàng)造性，生產力發(fā)展水平有了顯著的提高。但由于城鄉(xiāng)之間、區(qū)域之間、社會階層之間乃至代際之間的發(fā)展不平衡，不公正問題也十分突出，引發(fā)了嚴重的社會矛盾。隨著中國加入全球化的歷史進程，，中國作為一個發(fā)展中國家與發(fā)達國家在發(fā)展上的不公正問題也逐漸暴露。如何解決發(fā)展的不公正問題，使社會發(fā)展走上良性運行的軌道，就成為一個具有重大理論和現實意義的問題。 本文在對公正思想歷史演變追溯的基礎上，通過辨析公正與正義、公平、平等之間的關系，指出公正是社會關系的均衡合理以及達到這種均衡合理的關系所要恪守的規(guī)范尺度；發(fā)展公正是人們對社會發(fā)展的一種價值評價，體現了人與人之間的社會關系，體現了合規(guī)律性與合目的性的統(tǒng)一，人們對發(fā)展公正的追求是一個永無止境的過程。分析了發(fā)展不公正的具體表現：發(fā)達國家與發(fā)展中國家的發(fā)展不公正、代際間的不公正，以及城鄉(xiāng)之間、區(qū)域之間、社會階層之間的不公正現象，并從發(fā)展起點公正、發(fā)展過程公正、發(fā)展結果公正三個方面對其原因進行了深入討論，進而從經濟的發(fā)展、價值觀的確立、社會機制的建立等方面提出相應的解決對策。
[Abstract]:The issue of development justice is not only due to people's deep understanding of justice as the primary value of society, but also based on the profound reflection on various unjust phenomena that have been shown in social development for a long time. Since the reform and opening up, China's social development has made remarkable achievements. The development strategy centered on economic construction has greatly aroused people's enthusiasm, initiative and creativity, and the level of productivity development has been greatly improved. However, due to the imbalance of development between urban and rural areas, between regions, between social strata and even between generations, the problem of injustice is also very prominent, which leads to serious social contradictions. Along with the historical process of China's entry into globalization, the unfair problems in development of China as a developing country and developed country are gradually exposed. How to solve the unjust problem of development and make the social development go on the track of benign operation has become a problem of great theoretical and practical significance. On the basis of tracing back to the historical evolution of the thought of justice, this paper analyzes the relationship between justice and justice, fairness and equality, and points out that justice is the balance and rationality of social relations and the normative standard to be adhered to in order to achieve this kind of balanced and reasonable relationship. Development justice is a value evaluation of social development, reflects the social relations between people, reflects the unity of regularity and purpose, and the pursuit of development justice is an endless process. Having analysed the specific manifestations of development injustice: development injustice between developed and developing countries, intergenerational injustice, and injustice between urban and rural areas, between regions, between social strata, and from the beginning of development, In this paper, the author discusses the reasons from the three aspects of development process justice and development result justice, and then puts forward the corresponding countermeasures from the aspects of economic development, the establishment of values, the establishment of social mechanism, and so on.
