政府外部治理結(jié)構(gòu)及其優(yōu)化研究

【摘要】:傳統(tǒng)的公共行政與公共管理更多的關(guān)注公共部門內(nèi)部的規(guī)則、財政預(yù)算以及公共物品,而非是一個個活生生的行為個體及其行為結(jié)構(gòu)。此外它們關(guān)于行為個體價值與行為選擇的規(guī)范假設(shè)也局限了對很多公共治理問題的適用性,典型的如盜版治理、環(huán)境治理以及房地產(chǎn)治理等各種公共問題。這都需要我們采取一種新的視角來重新審視公共問題的實質(zhì)與公共治理的涵義。正是因為這個現(xiàn)實情況,需要形成一種治理就是對治理結(jié)構(gòu)進(jìn)行調(diào)整的理解,而在這其中外部治理結(jié)構(gòu)優(yōu)化則是實現(xiàn)對公共問題參與者的行為調(diào)試進(jìn)而實現(xiàn)一種治理改進(jìn)。 為了達(dá)成這種理解,本研究并沒有采用當(dāng)前風(fēng)行的公共治理整體主義和個人主義方法論,而是采用了微觀個體主義。在此基礎(chǔ)之上,我們選用了博弈論仿真作為研究工具來考察政府的外部治理結(jié)構(gòu),提出了基于行為系統(tǒng)、行為角色與行為契約的三維結(jié)構(gòu)分析框架。通過方法論及分析框架的選擇與構(gòu)建來改變傳統(tǒng)的公共治理視角與方式。在具體的結(jié)構(gòu)上本文的安排如下: 導(dǎo)論部分主要闡述問題研究的緣起與意義,并對國內(nèi)外關(guān)于外部治理結(jié)構(gòu)的研究現(xiàn)狀進(jìn)行了綜述。此外還闡明了全文的基本邏輯框架和創(chuàng)新點。 第一章主要是概念厘定與方法論選擇,由于基本概念是本研究的一個重要根基,此外方法論和研究工具選擇對于理論構(gòu)建也尤為重要,因此需要單列一章。本研究的邏輯起點在于對方法論的選擇,通過比對以往制度分析學(xué)派及公共治理理論所遵循過的方法論及其存在的問題,本研究提出了我們的分析起點——微觀的個體主義。在這一方法論選擇的基礎(chǔ)之上達(dá)成本研究所理解的關(guān)鍵概念,這是一種研究語言的選擇。之后我們將對研究工具進(jìn)行選擇,以作為分析框架的搭建基礎(chǔ)。 第二章是一個理論分析。在構(gòu)建我們的理論分析框架之前先進(jìn)行假設(shè)分析,提出我們的分析基礎(chǔ)。在此基礎(chǔ)之上提出了行為系統(tǒng)、行為角色以及行為契約的三維分析架構(gòu),并用這種分析架構(gòu)對政府外部治理結(jié)構(gòu)進(jìn)行分立結(jié)構(gòu)分析,指出了兩種極端的結(jié)構(gòu)形式,網(wǎng)絡(luò)型和圓錐形外部治理結(jié)構(gòu)。通過對兩種結(jié)構(gòu)的比較分析劃定了兩者的適用范圍和條件,分析得出存在一種介于兩者之間的外部治理結(jié)構(gòu)。 第三章則是通過案例構(gòu)建博弈仿真模型來印證前面的理論分析,并重點討論了一種混合型外部治理結(jié)構(gòu)的可能和適用條件。在案例分析中,則以北京市交通擁堵治理為例,分析了各種治理結(jié)構(gòu)失效的原因,并提出了我們的治理之道以及實現(xiàn)的前提條件。 第四章則是在前面的理論與模型分析基礎(chǔ)之上提出了關(guān)于外部治理結(jié)構(gòu)優(yōu)化的建議。基于所遵循的方法論,本研究認(rèn)為應(yīng)該針對不同的公共問題來進(jìn)行研究,而無法給出一種放之四海而皆準(zhǔn)的外部治理結(jié)構(gòu)模式。由此本章將重點放在了外部治理結(jié)構(gòu)優(yōu)化的原則與標(biāo)準(zhǔn)之上。此外,對于外部治理結(jié)構(gòu)的優(yōu)化方式我們也從靜態(tài)和動態(tài)兩個方面提出了設(shè)想。 尾論則是對全文進(jìn)行總結(jié)和概括,指出我們研究的重點和未來發(fā)展的展望。
[Abstract]:The traditional public administration and public administration pay more attention to the rules of the public sector, the budget and the public goods, not the living individuals and their behavior structures. In addition, their normative assumptions about the individual values and behavior choices also restrict the applicability of many public governance issues. Such as piracy, environmental governance, and real estate governance, we need to take a new perspective to reexamine the essence of the public problem and the meaning of public governance. It is because of this reality that a governance is the understanding of the adjustment of the governance structure, and the external governance in it. Structural optimization is to realize the behavior debugging of participants in public problems and to achieve a governance improvement.
In order to achieve this understanding, this study does not adopt the prevailing public governance holism and individualist methodology, but uses micro individualism. On the basis of this, we choose the game theory simulation as a research tool to investigate the government's external governance structure, and put forward the behavior system, the behavior role and the line. In order to change the perspective and way of the traditional public governance through the selection and construction of the analytical framework, the framework for the analysis of the three-dimensional structure of the contract is made as follows:
The introduction part mainly expounds the origin and significance of the problem research, and summarizes the research status of the external governance structure at home and abroad, and also clarifies the basic logical framework and innovation points of the full text.
The first chapter is mainly the definition of concept and the choice of methodology. Since the basic concept is an important foundation of this study, the methodology and the choice of research tools are particularly important for the construction of the theory, so we need a single chapter. The logical starting point of this study lies in the choice of methodology and by comparing the previous institutional analysis school and public governance. The methodology followed by the theory and its existing problems, this study puts forward the starting point of our analysis, microindividualism. On the basis of the selection of this methodology, the key concept understood by the cost study is a choice of language research. After that, we will choose the research tools as an analytical framework. Build the foundation.
The second chapter is a theoretical analysis. Before constructing our theoretical analysis framework, we first carry out the hypothesis analysis and propose the basis of our analysis. On this basis, we put forward the three-dimensional analysis framework of the behavioral system, the behavior role and the behavior contract, and use this analytical framework to analyze the structure of the government external governance structure, and point out that the structure of the government is divided. Two kinds of extreme structural forms, network type and conical external governance structure. Through comparison and analysis of two kinds of structures, the applicable scope and conditions of the two are defined, and an external governance structure between them is found.
The third chapter is to verify the theoretical analysis by constructing game simulation model through the case, and focus on the possibility and applicable conditions of a mixed external governance structure. In the case analysis, the reasons for the inefficiency of various governance structures are analyzed with the traffic congestion control in Beijing as an example, and the ways of our governance are also put forward. The prerequisites for the realization.
The fourth chapter puts forward some suggestions on the optimization of external governance structure on the basis of the previous theory and model analysis. The principles and standards of the optimization of the external governance structure are above. In addition, we also put forward two aspects of the static and dynamic aspects of the optimization of external governance structure.
The tail theory summarizes and generalizes the whole text, pointing out the focus of our research and the prospect of future development.
