【摘要】：公共行政價值是人類社會關(guān)于公共選擇的希望與理想,是公共行政追求的一種終極化狀態(tài)。本文以對公共行政價值的理論闡述為基礎(chǔ),結(jié)合我國公共行政價值研究現(xiàn)狀,借鑒國外的研究成果,針對我國行政價值研究中所遇到的問題和困難,提出了公共行政的價值認(rèn)知的機(jī)理和過程,從而提出了公共行政價值實(shí)現(xiàn)的基本要求。 本文界定了公共行政價值的概念,辨析了相關(guān)概念之間的關(guān)系,考察了公共行政價值的實(shí)質(zhì)、特征以及公共行政價值觀的歷史演變；進(jìn)而揭示了公共行政價值主體、公共行政價值客體的實(shí)質(zhì)及公共行政價值主客體之間的相互關(guān)系,并從公共行政價值主客體兩個方面對公共行政價值體系進(jìn)行了深入細(xì)致的分析,對公共行政價值的體系架構(gòu)進(jìn)行了探索；在此基礎(chǔ)上,對公共行政價值評價機(jī)制與體系進(jìn)行了分析和論證,從研究主體、研究對象、研究視角三方面界定了公共行政價值評價機(jī)制,揭示了公共行政價值評價中的矛盾,從而找出了影響公共行政價值評價的因素,提出了解決矛盾的辦法；最后對公共行政價值的實(shí)現(xiàn)過程從公共行政的價值認(rèn)知、公共行政價值的實(shí)現(xiàn)依據(jù)等方面進(jìn)行了考察和論述,并對公共行政價值實(shí)現(xiàn)的前景進(jìn)行了展望。
[Abstract]:The value of public administration is the hope and ideal of the human society about the public choice . It is a kind of ultimate state of the pursuit of public administration . Based on the theoretical exposition of the value of public administration , this paper puts forward the mechanism and process of the value cognition of public administration based on the present situation of the research on public administration value of our country , and puts forward the basic requirement of the realization of the value of public administration .

This paper defines the concept of the value of public administration , analyzes the relation between the relevant concepts , and examines the essence , characteristics of public administration value and the historical evolution of public administration values ;
Furthermore , the relationship between the subject of public administration value , the object of public administration value and the subject and object of public administration value is revealed , and the public administration value system is analyzed in detail from two aspects of public administration value subject and object , and the system structure of public administration value is explored ;
On this basis , the evaluation mechanism and the system of the public administration value are analyzed and demonstrated . The public administration value evaluation mechanism is defined from the three aspects of the subject , the research object and the research perspective , the contradiction in the evaluation of the public administration value is revealed , the factors influencing the evaluation of the public administration value are found , and the solution of the conflict is put forward .
Finally , the realization process of the value of public administration is studied and discussed from the value cognition of the public administration , the realization of the value of public administration , and the prospect of the realization of the value of public administration .
