論《呂氏春秋》行政倫理思想及其現(xiàn)實意義

【摘要】:《呂氏春秋》以儒家思想為基礎(chǔ),兼儒墨合名法,總括了呂不韋任秦國宰相時期的政治主張,旨在為秦初的統(tǒng)治提供治國方略。本文從行政倫理的視角,對這些思想加以闡釋。 《呂氏春秋》的行政倫理思想內(nèi)容包括:第一,以民為務(wù),無為而治的行政倫理原則;第二,誠實守信,貴公崇仁,揚忠重廉,遺生行義的行政倫理規(guī)范;第三,治身為本,嚴(yán)于律己,執(zhí)守根本,疾學(xué)師賢,樂以治心的行政道德養(yǎng)成觀;第四,為政以德,德主刑輔,選賢任能的以德治國論。 《呂氏春秋》的行政倫理思想吸收了儒家思想的精華,并且進(jìn)一步完善了道家的無為而治思想,不僅具有一定的理論深度,同時具有一定的借鑒性。由于《呂氏春秋》的行政倫理思想出現(xiàn)在封建社會,因此會帶有一定的歷史和階級的局限性。呂不韋編纂《呂氏春秋》是為當(dāng)時的封建社會服務(wù)的,書中包含很多唯心主義思想也是不可避免的。我們應(yīng)該用發(fā)展的眼光看問題,批判地繼承它的合理內(nèi)容,使其在我國的行政倫理建設(shè)過程中發(fā)揮積極的作用。
[Abstract]:Lu's Spring and Autumn period, based on Confucianism and the combination of Confucianism and Mohism, summed up the political ideas of Lu Buwei's reign as prime minister of the Qin Dynasty, aiming at providing a general strategy for governing the country in the early Qin Dynasty. From the perspective of administrative ethics, this paper explains these thoughts. The contents of the administrative ethics thought of Lu's Spring and Autumn period include: first, the administrative ethical principles of governing by doing nothing for the people; second, the administrative ethical norms of honesty and trustworthiness, and loyalty and honesty, and the bereavement of justice. Strict with self-discipline, adhere to the fundamental, disease master virtuous, happy to govern the mind of the administrative morality cultivation; fourth, for the administration of morality, morality and punishment auxiliary, the selection of virtue as the ability to rule the country. The administrative ethics thought of Lu's Spring and Autumn period absorbs the essence of Confucian thought and further consummates the Taoist thought of "doing nothing and governing without doing", which not only has certain theoretical depth, but also has certain reference value. Because the administrative ethics thought of Lu Chun Qiu appeared in feudal society, it will have some historical and class limitations. Lu Buwei's compilation of Lu's Spring and Autumn period served the feudal society at that time, and it was inevitable that the book contained a lot of idealism. We should look at the problem from the perspective of development, critically inherit its reasonable content, and make it play an active role in the construction of administrative ethics in our country.
