【摘要】：網(wǎng)絡(luò)重塑了人們的社會行為和交往方式，也影響著人們的民主政治生活。它為人們政治參與提供了一個廣闊的空間，是人們參與政治活動、表達(dá)民意的信息平臺。但網(wǎng)絡(luò)是一把雙刃劍，它給中國民主政治發(fā)展帶來了不只機(jī)遇，還有巨大挑戰(zhàn)。 本文分析了網(wǎng)絡(luò)民主通過擴(kuò)寬了民主參與渠道、降低參與政治的成本、有效監(jiān)督和制約政府權(quán)利，為民主政治的發(fā)展產(chǎn)生了諸多的正面效應(yīng)，網(wǎng)民無序參與、法律保障不健全、對網(wǎng)絡(luò)的監(jiān)管不足、信息技術(shù)水平的制約對我國民主發(fā)展帶來消極影響；網(wǎng)絡(luò)民主和現(xiàn)實(shí)民主的實(shí)踐形式、存在關(guān)系；我國網(wǎng)絡(luò)民主的發(fā)展階段、發(fā)展現(xiàn)狀；目前我國網(wǎng)絡(luò)民主發(fā)展中存在現(xiàn)實(shí)問題和原因；從網(wǎng)民、社會制度、法律、網(wǎng)絡(luò)平臺、信息技術(shù)等方面提出完善我國網(wǎng)絡(luò)民主建設(shè)的對策。 網(wǎng)絡(luò)作為技術(shù)手段是中性的,其民主作用的實(shí)現(xiàn)需要掌握這個技術(shù)的公眾及政府的共同努力,這是推動民主發(fā)展的正確道路。因此，我們應(yīng)該關(guān)注網(wǎng)絡(luò)空間的民主治理，積極探索網(wǎng)絡(luò)民主問題，使網(wǎng)絡(luò)民主成為社會主義民主的有力手段，，讓現(xiàn)實(shí)民主和網(wǎng)絡(luò)民主聯(lián)手推進(jìn)社會主義民主政治建設(shè)。
[Abstract]:The network has reshaped people's social behavior and communication style, and also affected people's democratic political life. It provides a broad space for people to participate in politics and is the information platform for people to participate in political activities and express public opinion. But the Internet is a double-edged sword that brings not only opportunities, but also enormous challenges to the development of Chinese democracy. This paper analyzes that network democracy broadens the channels of democratic participation, reduces the cost of participating in politics, effectively supervises and restricts the rights of the government, produces many positive effects for the development of democratic politics, disorderly participation by Internet users, and imperfect legal protection. The lack of supervision over the network and the restriction of the level of information technology have a negative impact on the development of democracy in our country; the practical forms of the network democracy and the reality democracy are related to each other, and the development stage of the network democracy in our country, the present situation of the development; At present, there are practical problems and reasons in the development of network democracy in our country, and the countermeasures to perfect the construction of network democracy in China are put forward from the aspects of Internet users, social system, law, network platform, information technology and so on. As a technical means, the network is neutral, and the realization of its democratic role requires the joint efforts of the public and the government, which is the correct way to promote the development of democracy. Therefore, we should pay attention to the democratic governance of cyberspace, actively explore the problem of network democracy, make network democracy become a powerful means of socialist democracy, and let realistic democracy and network democracy work together to promote the construction of socialist democratic politics.
