【摘要】：個(gè)人自由與國(guó)家權(quán)力的關(guān)系問題,是自由主義政治哲學(xué)的核心問題。不同的思想流派對(duì)國(guó)家權(quán)力的限度做了不同的闡發(fā)。古典自由主義對(duì)國(guó)家權(quán)力進(jìn)行了嚴(yán)格限定,將國(guó)家權(quán)力限定于消極被動(dòng)地保護(hù)個(gè)體的自由權(quán)利,而非積極主動(dòng)地促進(jìn)個(gè)體幸福的實(shí)現(xiàn)。古典自由主義在強(qiáng)調(diào)個(gè)體的自致性因素的重要性和個(gè)體自由權(quán)利的神圣不可侵犯性的同時(shí),對(duì)自由做了形式化、消極化的處理,自由被視為一種不受到外在任意力量干預(yù)的防御狀態(tài)。實(shí)際上,自由的實(shí)現(xiàn)一方面有賴對(duì)國(guó)家權(quán)力的有效規(guī)約,同時(shí)也有賴國(guó)家權(quán)力的必要擴(kuò)張、功能的不斷完善,即國(guó)家在不侵犯?jìng)�(gè)體消極自由的前提下,為每個(gè)人的發(fā)展創(chuàng)造切實(shí)的經(jīng)濟(jì)和社會(huì)條件,進(jìn)而確保實(shí)質(zhì)自由的實(shí)現(xiàn)。
[Abstract]:The issue of the relationship between individual freedom and state power is the core issue of liberal political philosophy. Different schools of thought have explained the limits of state power. Classical liberalism has strictly limited state power and limited state power to the free rights of passive and passive protection of individuals, not active and active promotion. Into the realization of individual happiness, the classical liberalism, while emphasizing the importance of individual self induced factors and the sacred and inviolability of individual freedom rights, has been formalized and passively treated to freedom, and freedom is regarded as a state of defense that is not interfered by any external force. In fact, the realization of freedom is dependent on one aspect. The effective regulation of state power depends on the necessary expansion of the state power and the continuous improvement of its functions. In other words, the state creates practical economic and social conditions for each person's development without violating the negative freedom of the individual, and thus ensures the realization of the substantive freedom.
