【摘要】：本文旨在探討尼日利亞的杰出領(lǐng)袖奧巴桑喬在其執(zhí)政的軍政府(1976-1979年)和第四共和國文官政府(1999-2007年)時期為尼日利亞的民族國家構(gòu)建做出的杰出貢獻。本文同時還分析了奧巴桑喬進行民族國家構(gòu)建的制約因素以探究其經(jīng)驗教訓(xùn)。 奧巴桑喬軍政府時期的民族國家構(gòu)建主要體現(xiàn)在政治上的“還政于民”。1976年,奧巴桑喬擔(dān)任尼日利亞軍政府首腦。上臺伊始,他就宣布要實行“還政于民”。1979年,奧巴桑喬為即將建立的第二共和國文官政府頒布了1979年憲法,新憲法為文官政府確定了一些基本的政治框架和原則。同年10月,他主動地向沙加里文官政府交權(quán),真正實現(xiàn)了“還政于民”的政治過渡。 1999年,奧巴桑喬東山再起重新問鼎總統(tǒng)寶座,成立了充滿希望的尼日利亞第四共和國。但是新建立的第四共和國政府所面臨的形勢卻不容樂觀。這些嚴峻的形勢是尼日利亞民族國家構(gòu)建還不夠成熟的內(nèi)部矛盾的體現(xiàn),是第四共和國政府無法避免的問題。面對這種情況,奧巴桑喬在政治、經(jīng)濟、文化方面進行了全方位的民族國家構(gòu)建,使國家獲得巨大進步。但奧巴桑喬的民族國家構(gòu)建也面臨諸多問題的制約。 民族國家構(gòu)建對于尼日利亞而言,是機遇與挑戰(zhàn)并存。
[Abstract]:The purpose of this paper is to explore the outstanding contributions made by the outstanding leader of Nigeria, Obasanjo, to the construction of Nigeria's nation-state during the periods of his ruling junta (1976-1979) and the civil government of the fourth Republic (1999-2007). This paper also analyzes the constraints of Obasanjo's nation-state construction in order to explore its experience and lessons. The nation-state construction of Obasanjo junta was mainly reflected in the political "return of government to the people". In 1976, Obasanjo served as head of the Nigerian military junta. In 1979, Obasanjo promulgated the 1979 Constitution for the Civil Government of the second Republic to be established, and the new Constitution established some basic political framework and principles for the Civil Government. In October of the same year, he took the initiative to hand over power to the civil government of Shagari, and realized the political transition of "returning government to the people". In 1999, Obasanjo returned to the presidency and established the promising fourth Republic of Nigeria. But the situation facing the new fourth Republic government is not optimistic. These austere situations are the embodiment of the internal contradictions which are not yet mature in the construction of the nation state of Nigeria and the inevitable problems of the government of the fourth Republic. Faced with this situation, Obasanjo made great progress in politics, economy and culture. But Obasanjo's nation-state construction also faces many problems. For Nigeria, nation-state construction is both an opportunity and a challenge.
