【摘要】：在現(xiàn)代社會(huì)的政治實(shí)踐中，世界各國(guó)的政治運(yùn)作和政治制度日益重視公眾參與的廣度和深度，參與民主理論成為發(fā)展民主的一個(gè)重要維度，強(qiáng)調(diào)民主的實(shí)質(zhì)精神，顯然參與民主促進(jìn)了現(xiàn)代民主縱深發(fā)展。然而精英民主理論對(duì)此有種種詰難，主要基于大眾人的品性和參與政治的能力。本文主要通過(guò)對(duì)眾位學(xué)者的參與民主理論進(jìn)行文本研究，梳理參與民主理論的內(nèi)涵以及核心主題，客觀地探討了參與民主存在的限度及其優(yōu)勢(shì)。面對(duì)現(xiàn)代公民權(quán)的衰弱，本文把握公共空間這個(gè)視角，探討從公共空間視角審視參與民主的必要性和可能性，以期通過(guò)完善參與民主機(jī)制，推動(dòng)社會(huì)主義基層民主向更高層次更深程度發(fā)展。近年來(lái)，我黨和政府高度重視基層民主建設(shè)，注重激發(fā)人民群眾參與公共事務(wù)管理的熱情，為了探討基層民主建設(shè)的新路徑和新思路，諸多研究者為此提出了許多理論建設(shè)和實(shí)踐主張，其中涉及到基層民主的價(jià)值定位與建設(shè)思路，，學(xué)者還就基層民主的總體結(jié)構(gòu)提出了相關(guān)的看法，為我國(guó)民主政治理論做出了重要貢獻(xiàn)。本文從整體上把握參與民主是政治建設(shè)的重要環(huán)節(jié)，側(cè)重研究從公共空間的視角審視參與民主，并結(jié)合溫嶺模式，總結(jié)如何從公共空間視角加強(qiáng)我國(guó)基層民主建設(shè)，探討推動(dòng)基層民主建設(shè)的對(duì)策，以期對(duì)我國(guó)的社會(huì)主義民主建設(shè)提供建設(shè)性的意見(jiàn)參考。
[Abstract]:In the political practice of modern society, the political operation and political system of various countries in the world pay more and more attention to the breadth and depth of public participation, and the theory of participation in democracy has become an important dimension for the development of democracy, emphasizing the essential spirit of democracy. Obviously, participatory democracy promotes the deep development of modern democracy. However, meritocracy has a variety of hecklers, mainly based on popular character and ability to participate in politics. Through the textual research on the participatory democracy theory of the scholars, this paper combs the connotation and the core theme of the participatory democracy theory, and discusses objectively the limits and advantages of the participatory democracy. In the face of the weakening of modern civil rights, this paper grasps the perspective of public space, and probes into the necessity and possibility of examining participatory democracy from the perspective of public space, in order to perfect the mechanism of participatory democracy. Promote socialist grass-roots democracy to a higher level and deeper development. In recent years, our party and government have attached great importance to the building of democracy at the grass-roots level and to arousing the enthusiasm of the masses to participate in the management of public affairs, in order to explore new paths and new ideas for the construction of democracy at the grass-roots level. For this reason, many researchers have put forward many theoretical and practical ideas, which involve the value orientation and construction ideas of grass-roots democracy, and scholars have also put forward relevant views on the overall structure of grass-roots democracy. It has made an important contribution to the theory of democratic politics in our country. This paper holds that participatory democracy is an important link in political construction from a holistic perspective, focusing on examining participatory democracy from the perspective of public space, and summarizing how to strengthen the grass-roots democratic construction of our country from the perspective of public space, combining with Wenling mode. This paper probes into the countermeasures to promote the construction of democracy at the grass-roots level in order to provide a constructive reference for the construction of socialist democracy in China.
