[Abstract]:First, put forward the question: "centralization-decentralization" paradox and its two dimensions in contemporary China "centralization-decentralization" paradox behind the essence of two dimensions implied problems. When people call for centralization of power, more from the angle of intergovernmental relations, it emphasizes the need to deal with the power division between central government and local government, and requires the central government to strengthen the control of local government on the national issue. When people call for separation of powers, it is from the broader dimension of the social relationship between the state and the government that the division of power between the government and the non-government should be handled well, and the state (including the central government) should be required to do a good job.
