【摘要】：近年來(lái),隨著我國(guó)各種突發(fā)公共事件的發(fā)生,應(yīng)急管理研究已成為學(xué)者研究的新領(lǐng)域和新熱點(diǎn)。目前,我國(guó)應(yīng)急管理的相關(guān)理論和實(shí)踐研究日益成熟,研究?jī)?nèi)容已觸及應(yīng)急管理的多個(gè)方面,但是應(yīng)急信息需求分析方面的研究很少,尚屬空白。應(yīng)急信息需求分析是應(yīng)急信息管理的基礎(chǔ),也是開(kāi)展其他一切應(yīng)急管理工作的前提。當(dāng)前的應(yīng)急管理模式已由被動(dòng)的事后應(yīng)對(duì)轉(zhuǎn)向主動(dòng)的事前預(yù)防和準(zhǔn)備,而掌握準(zhǔn)確的應(yīng)急信息需求是事前預(yù)防和準(zhǔn)備的重要內(nèi)容,直接影響應(yīng)急預(yù)防和準(zhǔn)備的效率和作用。高效的應(yīng)急信息需求分析方法更是建立高效的應(yīng)急信息系統(tǒng)的必備要素和前提,具有很高的研究?jī)r(jià)值。 本文通過(guò)深度文獻(xiàn)調(diào)研總結(jié)了應(yīng)急管理信息需求分析的國(guó)內(nèi)外研究現(xiàn)狀,首次將AT(活動(dòng)理論)引入應(yīng)急信息需求分析研究,首先概述應(yīng)急管理和AT的相關(guān)內(nèi)容,并詳細(xì)闡述了AT的來(lái)源、歷史發(fā)展、框架特點(diǎn)、相關(guān)概念界定及應(yīng)用范圍等問(wèn)題,重點(diǎn)探討基于AT提出的一種應(yīng)急信息需求分析方法,論述了該方法的原理、步驟和應(yīng)用問(wèn)題,并將該方法應(yīng)用于舟曲特大泥石流災(zāi)害的生活保障救援物資管理信息需求分析,最后比較不同的信息需求分析方法,對(duì)基于AT的應(yīng)急信息需求分析方法進(jìn)行效能檢驗(yàn),為應(yīng)急信息管理提供了理論和實(shí)踐支持,最終為應(yīng)急信息管理提供服務(wù),提高政府應(yīng)急信息管理能力。
[Abstract]:In recent years, with the occurrence of public emergencies in China, emergency management research has become a new research field and hot spot. At present, the theory and practice of emergency management in our country are becoming more and more mature, the research content has touched on many aspects of emergency management, but the research on emergency information needs analysis is still a blank. Emergency information needs analysis is the basis of emergency information management, and also the premise of all other emergency management work. The current mode of emergency management has changed from passive response to active prevention and preparation, and mastering accurate information needs is an important content of prevention and preparation in advance, which directly affects the efficiency and function of emergency prevention and preparation. The efficient method of emergency information needs analysis is the essential factor and premise of establishing an efficient emergency information system, and it has high research value. This paper summarizes the current situation of emergency management information needs analysis at home and abroad through in-depth literature research, and introduces ATS into emergency information needs analysis for the first time. Firstly, it summarizes the relevant contents of emergency management and AT. The origin, historical development, frame characteristics, definition of related concepts and application scope of AT are described in detail. A method of emergency information requirement analysis based on AT is discussed, and the principle, steps and application of this method are discussed. The method is applied to the information demand analysis of life support and relief materials in Zhouqu huge debris flow disaster. Finally, the effectiveness of the method based on AT is tested by comparing different information demand analysis methods. It provides theoretical and practical support for emergency information management, and finally provides services for emergency information management and improves the ability of government emergency information management.
