【摘要】：自上而下推動的政府向非營利組織購買服務(wù)的體制創(chuàng)新,會如何重塑我國的政府—非營利組織關(guān)系,現(xiàn)在依然是亟待解決的理論問題。現(xiàn)有文獻為我們認(rèn)識這一關(guān)系的性質(zhì)提供了四種可用的分析視角:契約主義視角將政府和非營利組織看作買家和賣家的市場交易關(guān)系,法團主義視角強調(diào)兩者關(guān)系的組織依附性質(zhì),合作治理視角注意到某些合作關(guān)系的平等伙伴特性,分類控制視角則強調(diào)政府會依據(jù)不同情境權(quán)變地構(gòu)建兩者間關(guān)系。但是,已有視角都沒有考慮我國非營利組織之間"身份差異"的影響,并且對兩者可能存在的目標(biāo)不一致現(xiàn)象重視不足。今后的研究方向,應(yīng)當(dāng)是以本土經(jīng)驗為基礎(chǔ),探索一種既能促進不同理論之間對話、又能體現(xiàn)政府在不同情境下權(quán)變選擇的綜合性分析框架。
[Abstract]:How to reshape the relationship between government and non-profit organizations is still a theoretical problem to be solved urgently. The existing literature provides us with four available analytical perspectives to understand the nature of this relationship: the contractual perspective regards government and non-profit organizations as the market transaction relationship between buyers and sellers. The view of corporatism emphasizes the nature of organizational dependence of the relationship, the perspective of cooperative governance pays attention to the equal partnership characteristics of some cooperative relationships, and the perspective of classified control emphasizes that the government will build the relationship between the two according to the contingency of different situations. However, the influence of "identity difference" between non-profit organizations in China has not been considered in the existing perspective, and insufficient attention has been paid to the possible inconsistency between the two. The research direction in the future should be based on local experience to explore a comprehensive analytical framework which can not only promote dialogue among different theories but also reflect the government's choice of contingency under different circumstances.
