【摘要】：深化對(duì)政府合法性的研究，維護(hù)政府自身的合法性，扎實(shí)政府合法性的基礎(chǔ)，已經(jīng)成為政府所必須面對(duì)的一個(gè)現(xiàn)實(shí)問(wèn)題。政府合法性的根基是民意，而政府獲取社會(huì)公眾支持與擁護(hù)的前提條件是政府的有效性和良好的績(jī)效。政府管理的有效性和工作績(jī)效的提高又依賴(lài)于完善的政府領(lǐng)導(dǎo)體制。因此，改革政府領(lǐng)導(dǎo)體制，完善政府領(lǐng)導(dǎo)體制的結(jié)構(gòu)，科學(xué)化與規(guī)范化設(shè)置政府機(jī)構(gòu)，對(duì)于維護(hù)政府合法性來(lái)說(shuō)是非常有必要的。 本文主要運(yùn)用文獻(xiàn)資料法、綜合歸納分析法和比較分析方法，解析了政府領(lǐng)導(dǎo)體制和政府合法性的相關(guān)理論，指出了政府領(lǐng)導(dǎo)體制和政府合法性之間的關(guān)系，即政府合法性是政府領(lǐng)導(dǎo)體制形成與運(yùn)行的前提條件；政府領(lǐng)導(dǎo)體制的完善與有效運(yùn)行是政府合法性的體制保障，并從政府領(lǐng)導(dǎo)體制的組成機(jī)制、組織結(jié)構(gòu)和領(lǐng)導(dǎo)制度三個(gè)角度來(lái)具體分析政府領(lǐng)導(dǎo)體制的運(yùn)行對(duì)政府合法性的影響。然后，在以前蘇聯(lián)為具體事例分析兩者之間關(guān)系的基礎(chǔ)上，結(jié)合本國(guó)實(shí)際，指出了我國(guó)政府領(lǐng)導(dǎo)體制存在的問(wèn)題，包括領(lǐng)導(dǎo)權(quán)力仍然比較集中，黨政不分的情況依舊存在，領(lǐng)導(dǎo)組織結(jié)構(gòu)設(shè)置不盡合理，領(lǐng)導(dǎo)體制的組成機(jī)制尚不健全，領(lǐng)導(dǎo)制度建設(shè)不完善，并分析了政府領(lǐng)導(dǎo)體制的不完善對(duì)政府合法性基礎(chǔ)的消極影響，提出了完善政府領(lǐng)導(dǎo)體制的基本路徑，即在進(jìn)一步下放權(quán)力的基礎(chǔ)上科學(xué)劃分領(lǐng)導(dǎo)權(quán)限，，科學(xué)規(guī)范黨政關(guān)系，優(yōu)化政府領(lǐng)導(dǎo)體制的組織結(jié)構(gòu)，健全政府領(lǐng)導(dǎo)體制的組成機(jī)制，完善政府領(lǐng)導(dǎo)制度。
[Abstract]:Deepening the research on the government legitimacy, maintaining the government's own legitimacy, and laying a solid foundation for the government's legitimacy have become a realistic problem that the government must face. The legitimacy of the government is based on public opinion, and the precondition for the government to gain public support and support is the effectiveness and good performance of the government. The effectiveness of government management and the improvement of job performance depend on the perfect government leadership system. Therefore, it is necessary to reform the government leadership system, perfect the structure of the government leadership system, set up the government organization scientifically and normatively, which is necessary to maintain the legitimacy of the government. This article mainly uses the literature method, the synthesis inductive analysis method and the comparative analysis method, has analyzed the government leadership system and the government legitimacy correlation theory, has pointed out the government leadership system and the government legitimacy relations, That is, the legitimacy of the government is the prerequisite for the formation and operation of the system of government leadership, the perfection and effective operation of the system of government leadership is the institutional guarantee of the legitimacy of the government, and from the composition mechanism of the system of government leadership, The influence of the operation of the government leadership system on the legitimacy of the government is analyzed from the perspective of organizational structure and leadership system. Then, on the basis of the analysis of the relationship between the two in the former Soviet Union as a concrete example and combining with the actual situation in our country, we point out the problems existing in our government's leadership system, including the fact that the leadership power is still relatively centralized, and that the party and government are not divided. The structure of the leadership organization is not reasonable, the composition mechanism of the leadership system is not perfect, the construction of the leadership system is not perfect, and the negative influence of the imperfect government leadership system on the foundation of the government legitimacy is analyzed. The paper puts forward the basic path of perfecting the government leadership system, that is, scientifically dividing the authority of the leadership on the basis of further decentralization of power, scientifically standardizing the relationship between the party and the government, optimizing the organizational structure of the government leadership system, and perfecting the composition mechanism of the government leadership system. We will improve the system of government leadership.
