【摘要】：利益集團(tuán)問題的研究一直都是政治學(xué)界關(guān)注的重要問題之一。改革開放以來,市場經(jīng)濟(jì)的建立和政治體制的變革,經(jīng)濟(jì)利益的多元化發(fā)展,社會利益結(jié)構(gòu)不斷分化和重組,個人利益需求的擴(kuò)大,使得利益集團(tuán)的產(chǎn)生成為一種必然,它的發(fā)展影響著我國政治發(fā)展的步伐。 本文采用闡釋法、文獻(xiàn)研究法、比較研究法及多學(xué)科交叉運(yùn)用法這四個方法展開論述。首先探析利益集團(tuán)的理論知識。在綜合評價國內(nèi)外學(xué)者關(guān)于利益集團(tuán)概念界定的基礎(chǔ)上,重新定義利益集團(tuán),闡述利益集團(tuán)與利益群體、社團(tuán)的不同。結(jié)合利益集團(tuán)的概念,分析利益集團(tuán)的特征,進(jìn)一步探究利益集團(tuán)的分類。 其次從宏觀的角度,論述利益集團(tuán)對我國政治發(fā)展的影響。利益集團(tuán)是促進(jìn)公民與政府聯(lián)系的紐帶,它對我國政治發(fā)展有著雙重的影響。從政治制度、政治民主化、政治參與及政治穩(wěn)定四個因素看,利益集團(tuán)的積極影響表現(xiàn)在,強(qiáng)化政治制度的自主性、增加公民政治參與渠道、促進(jìn)政治民主、緩和社會矛盾等,但同時也存在消極的影響。 最后,分析如何正確引導(dǎo)利益集團(tuán)在我國的發(fā)展。利益集團(tuán)的形成具有相應(yīng)的客觀條件,應(yīng)正視利益集團(tuán)存在的必然性。建立有效的制度平臺、加強(qiáng)民主制度的法治化建設(shè)、健全監(jiān)督機(jī)制、協(xié)調(diào)利益集團(tuán)之間的不平衡發(fā)展是保證我國利益集團(tuán)健康發(fā)展的有效途徑。 綜上所述,用客觀的態(tài)度分析、評價利益集團(tuán)對我國政治發(fā)展的積極影響,有效避免利益集團(tuán)產(chǎn)生的消極影響,是促進(jìn)利益集團(tuán)在我國特色社會主義政治環(huán)境下良好發(fā)展的關(guān)鍵,是保障和諧社會建設(shè)的重要因素。
[Abstract]:The study of interest groups has always been one of the most important issues in political circles.Since the reform and opening up, the establishment of the market economy and the reform of the political system, the diversification of economic interests, the continuous differentiation and reorganization of the social interest structure, and the expansion of the individual interest demand have made the emergence of interest groups a necessity.Its development affects the pace of political development in our country.This paper discusses the four methods of interpretation, literature research, comparative research and multi-disciplinary cross-application.First of all, to explore the theoretical knowledge of interest groups.On the basis of comprehensive evaluation of the definition of interest group by domestic and foreign scholars, this paper redefines interest group and expounds the difference between interest group, interest group and community.Combined with the concept of interest group, this paper analyzes the characteristics of interest group and further explores the classification of interest group.Secondly, it discusses the influence of interest groups on the political development of our country from the macro point of view.Interest group is the link between citizen and government, it has double influence on political development of our country.From the four factors of political system, political democratization, political participation and political stability, the positive influence of interest groups is manifested in strengthening the autonomy of the political system, increasing the channels for citizens' political participation, promoting political democracy, and easing social contradictions, etc.But there are also negative effects.Finally, it analyzes how to guide the development of interest groups in China.The formation of interest groups has corresponding objective conditions and the inevitability of the existence of interest groups should be faced squarely.It is an effective way to ensure the healthy development of interest groups in China to establish an effective system platform, strengthen the rule of law construction of democratic system, perfect the supervision mechanism and coordinate the unbalanced development among interest groups.To sum up, with an objective attitude analysis, to evaluate the positive impact of interest groups on the political development of our country, and to effectively avoid the negative impact of interest groups,It is the key to promote the good development of interest groups in the political environment of socialism with Chinese characteristics and the important factor to guarantee the construction of harmonious society.
