【摘要】:傳統(tǒng)行政理論以統(tǒng)治為基本特征,以秩序和機械行政效率為主要追求目標(biāo)。隨著社會的復(fù)雜化、多樣化與分層化的特征進一步凸顯,政府管理過程中出現(xiàn)的新情況等導(dǎo)致了政府治理的“困境”,這一理論越來越表現(xiàn)出其弊端。而“治理”理論作為20世紀(jì)90年代新興的一門理論,引起了學(xué)術(shù)界的廣泛關(guān)注。治理理論主張吸收新的治理主體參與到行政過程當(dāng)中,而政府在與社會各主體的互動中相互協(xié)作來實現(xiàn)治理目標(biāo)。網(wǎng)絡(luò)化治理是治理理論的最新發(fā)展,是治理觀念上的根本性變革。其要求對治理體系進行制度上的重新設(shè)計和結(jié)構(gòu)重組,通過建立多中心的公共行政體系實現(xiàn)彈性組織的某些功能,從而擺脫傳統(tǒng)治理形式帶來的僵化、適應(yīng)性差和對公民需求回應(yīng)性弱等問題。同時,網(wǎng)絡(luò)化治理通過合作互惠的行動策略,在共同學(xué)習(xí)中完成政策過程,建立起與非政府組織和公民的合作體系,有利于提高行政的合法性和構(gòu)建成熟的公民文化。服務(wù)成了政府在網(wǎng)絡(luò)化治理中自然的定位,政府不再是權(quán)威的分配者和公共物品的唯一提供者,而成為了共同治理過程中的一個非常重要的參與者。政府扮演著協(xié)調(diào)、磋商和調(diào)解的角色,其作用重在于幫助公民表達和實現(xiàn)他們的公共利益。從而,服務(wù)成了政府首要和最基本的職責(zé),社會的發(fā)展要求并推動全新的服務(wù)型政府的建設(shè)。 而我國也早在2004年就提出要建設(shè)服務(wù)型政府,一種具有多目標(biāo)綜合作用的全新的政府模式,蘊含著公平正義、公共服務(wù)、公民參與、公共責(zé)任等價值訴求。服務(wù)型政府的價值理念以一種內(nèi)化的方式滲透到政府治理模式的選擇中,要求政府治理模式的變革和創(chuàng)新,因此,以尋求公共利益和共同體普遍共識為目標(biāo)的網(wǎng)絡(luò)化治理便具備了強大的生命力。本文以網(wǎng)絡(luò)化治理理論為基點展開,通過剖析其內(nèi)涵、特征和運行機制等,重點論述了在當(dāng)前社會背景下,網(wǎng)絡(luò)化治理模式是否能作為服務(wù)型政府治理的新途徑。本文認為,采用網(wǎng)絡(luò)化治理的模式,構(gòu)建有效的社會伙伴,是服務(wù)型政府實現(xiàn)有效治理的重要策略。本文通過對生態(tài)環(huán)境變化、經(jīng)濟社會變革和行政理論發(fā)展三方面分析了服務(wù)型政府建設(shè)對網(wǎng)絡(luò)化治理的內(nèi)在渴求,并從價值理性、工具理性和我國現(xiàn)有社會基礎(chǔ)方面分析了服務(wù)型政府采納網(wǎng)絡(luò)化治理的可行性。當(dāng)然,治理理論作為一種非本土產(chǎn)生的政府和行政理論,對其借鑒也應(yīng)當(dāng)充分考慮中國的國情,在對網(wǎng)絡(luò)化治理在中國的適用性進行充分分析的基礎(chǔ)上,理性的借鑒和吸收其對我國服務(wù)型政府建設(shè)有益的方面是非常重要的,文章在最后提出了我國服務(wù)型政府采納網(wǎng)絡(luò)化治理的路徑。具體說來,本文分為三個部分: 第一部分:即第一章,對網(wǎng)絡(luò)化治理理論產(chǎn)生的背景進行描述,并對網(wǎng)絡(luò)化治理的特征、運行機制進行分析。同時,在對學(xué)術(shù)界對網(wǎng)絡(luò)化治理理論所下定義進行梳理總結(jié)的基礎(chǔ)上,對本文所論述的網(wǎng)絡(luò)化治理理論進行界定。 第二部分:即第二、三章,對網(wǎng)絡(luò)化治理在我國服務(wù)型政府建設(shè)中適應(yīng)性的分析。一方面,分析了當(dāng)前服務(wù)型政府建設(shè)面臨的生態(tài)環(huán)境、經(jīng)濟社會變革和行政理論的發(fā)展等現(xiàn)實條件,推動服務(wù)型政府采納網(wǎng)絡(luò)化治理模式。另一方面,以網(wǎng)絡(luò)化治理為基點主要從價值理性和工具理性出發(fā),分析網(wǎng)絡(luò)化治理作為服務(wù)型政府治理模式的有利因素和不利因素。 第三部分:即第四章,提出實現(xiàn)服務(wù)型政府網(wǎng)絡(luò)化治理的路徑選擇。立足于中國國情,從治理理念的樹立、制度基礎(chǔ)的建構(gòu)和政府治理職能的完善三個方面探討我國服務(wù)型政府建設(shè)過程中如何構(gòu)建網(wǎng)絡(luò)化治理模式。

Network governance is the latest development of the theory of governance is the fundamental. The change of governance concept. It requires redesign and restructure the system of governance system, the public administration system to establish a multi center to achieve a flexible organization Some functions, so as to get rid of the traditional governance form is rigid, poor adaptability and responsiveness to the needs of citizens and weak. At the same time, network governance through mutual cooperation strategy, complete the policy process in learning together, established with non-governmental organizations and citizens of the cooperation system, is conducive to the improvement of administrative legitimacy and the construction of the mature civil service culture. The government in the network location governance, the government is no longer the only provider of authority and allocation of public goods, and has become a very important participants in the process of governance. The government plays the role of coordination, consultation and mediation, the role of is to help citizens to express and realize their public interests. Thus, government service has become the most important and basic duties, the requirements of social development and promote the building of a new service-oriented government.
China also proposed as early as in 2004 to build a service-oriented government, a new government model with the comprehensive effect of multiple objectives, contains justice, public service, public participation, public responsibility and value demands. The value of the concept of service-oriented government in a way to penetrate into the internalization of governance model in the selection of requirements, innovation and governance therefore, network governance in order to seek common public interests and community as the goal will have a strong vitality. The network governance theory as the basis, through the analysis of the connotation, characteristics and operation mechanism, and elaborates on the social background under the network governance mode as a new way of service-oriented government governance. This paper argues that the network governance mode, building effective social partners, is a service-oriented government to achieve effective governance An important strategy. Through the change of the ecological environment, the development of inner desire for the construction of service-oriented government of the network governance in three aspects of economic and social transformation and administrative theory, and from the aspects of instrumental rationality and value rationality, our existing social basis of service-oriented government adopted the feasibility of network governance. Of course, governance as a non local government and the administrative theory, the reference should also fully consider the Chinese conditions, thoroughly analyzing the applicability of network governance in China on rational reference and absorb the beneficial to the service oriented government construction in China is very important, this article at last put forward the service-oriented government in China to adopt the path of network governance. Specifically, this paper is divided into three parts:
The first part is the first chapter, the theory of network governance from the description of the background, characteristics and management of the network, analyze the operating mechanism. At the same time, based on the summary of definition of academic management theory in the network, defines the network governance theory of this article.
The second part is the second, third chapter, analysis of the adaptability of network governance in our country, the construction of service-oriented government. On the one hand, analyzes the ecological environment facing the construction of service-oriented government of the current economic and social transformation and the development of administrative theory and other practical conditions, to promote the adoption of service-oriented government network governance mode. On the other hand, on the basis of network governance mainly from the value rationality and instrumental rationality, analysis of network governance as the favorable factors of service-oriented government governance mode and unfavorable factors.
The third part is the fourth chapter, puts forward the path selection to achieve service-oriented government network governance. Based on the Chinese conditions, from the establishment of the concept of governance, the three aspects of how to construct the network governance mode of government service in the construction of China's system construction and improve basic functions of the government.
