【摘要】：21世紀(jì)是海洋世紀(jì)，海洋資源的開(kāi)發(fā)和利用越來(lái)越成為人類生存和發(fā)展的重要保障。但是近年來(lái)海洋突發(fā)環(huán)境事件的頻發(fā)給海洋資源的可持續(xù)開(kāi)發(fā)利用帶來(lái)了嚴(yán)重的影響。提高海洋突發(fā)環(huán)境事件應(yīng)急管理能力，有效的預(yù)防和應(yīng)對(duì)海洋突發(fā)環(huán)境事件，對(duì)保障海洋資源的開(kāi)發(fā)利用有重要意義。縱觀近年來(lái)我國(guó)海洋突發(fā)環(huán)境事件應(yīng)急管理的實(shí)踐，雖然應(yīng)急管理的進(jìn)展明顯，但是在實(shí)踐中仍存在很多問(wèn)題，應(yīng)急管理能力不能滿足發(fā)展海洋事業(yè)的要求。在此情況下，本論文在國(guó)內(nèi)外對(duì)海洋突發(fā)環(huán)境事件應(yīng)急管理研究的基礎(chǔ)上，立足于我國(guó)海洋環(huán)境事件應(yīng)急管理的現(xiàn)狀，通過(guò)借鑒國(guó)內(nèi)外環(huán)境應(yīng)急管理的經(jīng)驗(yàn)，充分考慮海洋突發(fā)環(huán)境事件應(yīng)急管理的特殊性，，提出我國(guó)海洋突發(fā)環(huán)境事件應(yīng)急管理多元主體參與模式。 論文的主要內(nèi)容分為四個(gè)部分。第一部分是對(duì)海洋突發(fā)環(huán)境事件應(yīng)急管理及多元主體參與基本理論的分析。介紹海洋環(huán)境事件的涵義及特征；海洋海洋環(huán)境事件應(yīng)急管理的意義及現(xiàn)實(shí)要求；以及海洋環(huán)境事件應(yīng)急管理多元主體參與模式的理論基礎(chǔ)及涵義特征。第二部分是對(duì)海洋突發(fā)環(huán)境事件應(yīng)急管理多元主體參與的現(xiàn)狀分析。結(jié)合實(shí)例，分析目前海洋突發(fā)環(huán)境事件應(yīng)急管理工作中多元主體參與的基本情況；分析其中存在的問(wèn)題，并對(duì)產(chǎn)生這些問(wèn)題的原因進(jìn)行分析。第三部分是國(guó)內(nèi)外經(jīng)驗(yàn)的借鑒。對(duì)發(fā)達(dá)國(guó)家應(yīng)急管理工作中多元主體參與情況進(jìn)行梳理，并總結(jié)國(guó)內(nèi)對(duì)多元主體參與整合的應(yīng)急管理相關(guān)探索，從中得到啟示并借鑒其先進(jìn)經(jīng)驗(yàn)，對(duì)構(gòu)建海洋突發(fā)環(huán)境事件應(yīng)急管理多元主體參與模式提供有益幫助。第四部分是海洋突發(fā)環(huán)境事件應(yīng)急管理多元主體參與模式的構(gòu)建。從動(dòng)靜兩個(gè)角度對(duì)海洋突發(fā)環(huán)境事件應(yīng)急管理多元主體參與模式進(jìn)行分析。靜態(tài)角度，分析其表現(xiàn)形態(tài)，并對(duì)多元主體各自的權(quán)責(zé)進(jìn)行劃分，將國(guó)際合作的力量作為海洋突發(fā)環(huán)境事件應(yīng)急管理的重要組成部分；動(dòng)態(tài)角度，對(duì)該多元參與的海洋突發(fā)環(huán)境事件應(yīng)急管理模式順利運(yùn)轉(zhuǎn)所需各項(xiàng)保障機(jī)制進(jìn)行分析，以實(shí)現(xiàn)有效地預(yù)防和治理海洋突發(fā)環(huán)境事件。
[Abstract]:The 21st century is the century of ocean, and the exploitation and utilization of marine resources is becoming an important guarantee for human survival and development.However, in recent years, the frequent occurrence of marine environmental emergencies has brought serious impact on the sustainable development and utilization of marine resources.It is of great significance to improve the ability of emergency management of marine environmental emergencies and effectively prevent and respond to marine environmental emergencies in order to ensure the development and utilization of marine resources.According to the practice of marine environmental emergency management in China in recent years, although the progress of emergency management is obvious, there are still many problems in practice, and the ability of emergency management can not meet the requirements of marine development.In this case, based on the research of marine environmental emergency management at home and abroad, based on the current situation of marine environmental emergency management in China, through the experience of environmental emergency management at home and abroad,Considering the particularity of marine environmental emergency management, this paper puts forward the multi-subject participation mode of marine environmental emergency management in China.The main content of the paper is divided into four parts.The first part is the analysis of the basic theory of marine environmental emergency management and the participation of multiple subjects.The second part is the analysis of the status quo of multiple subjects involved in marine environmental emergency management.Combined with an example, this paper analyzes the basic situation of multiple subjects' participation in marine environmental emergency management, analyzes the existing problems, and analyzes the causes of these problems.The third part is the reference of domestic and foreign experience.This paper combs the situation of multi-subject participation in emergency management in developed countries, and summarizes the relevant exploration of multi-subject participation in emergency management in China, and draws inspiration from it and draws lessons from its advanced experience.It is helpful to construct the multi-agent participation mode of marine environmental emergency management.The fourth part is the construction of multi-body participation mode of marine environmental emergency management.This paper analyzes the multi-agent participation mode of marine environmental emergency management from the angle of dynamic and dynamic.From the static point of view, this paper analyzes its manifestation, divides the power and responsibility of the multiple subjects, and regards the strength of international cooperation as an important part of the emergency management of marine environmental emergencies.In order to effectively prevent and control marine environmental emergencies, the guarantee mechanism needed for the smooth operation of the multi-participation marine environmental emergency management model is analyzed.
