【摘要】：隨著網(wǎng)絡(luò)輿論的發(fā)展、網(wǎng)絡(luò)推手的出現(xiàn),民意已經(jīng)被工具化運用,網(wǎng)絡(luò)輿論出現(xiàn)背離監(jiān)督軌道的傾向,不時超越法律制造輿論審判,而在這一過程中法律的主體性地位也受到威脅,這種現(xiàn)象與亞里士多德政治學(xué)理論中的極端平民政府具有高度的相似性,而后者的現(xiàn)代表述就是民粹主義。結(jié)合本屆政府打造親民政府新形象的努力以及網(wǎng)絡(luò)輿論的發(fā)展,文章認(rèn)為我國的網(wǎng)絡(luò)輿論有催生網(wǎng)絡(luò)民粹主義的風(fēng)險,并且這種催生過程由于動力強(qiáng)勁、渠道暢通和控制缺失等原因,已經(jīng)具有很高的風(fēng)險強(qiáng)度,平民自身特征也使得民粹主義的后果十分嚴(yán)重。因此,必須從風(fēng)險源頭治理和風(fēng)險過程調(diào)控兩方面著手,才能防范網(wǎng)絡(luò)民粹主義的風(fēng)險。
[Abstract]:With the development of network public opinion and the emergence of network pushers, public opinion has been used as a tool, and network public opinion tends to deviate from the track of supervision, and from time to time it surpasses the law to create public opinion trial. In this process, the subjective position of the law is also threatened, and this phenomenon is highly similar to the extreme civilian government in Aristotle's theory of political science. The latter's modern expression is populism. Combined with the current government's efforts to create a new image of the pro-people government and the development of Internet public opinion, the article believes that our country's network public opinion has the risk of giving birth to network populism. And because of its strong power, open channels and lack of control, this process has a high risk intensity, and the characteristics of civilians themselves make the consequences of populism very serious. In order to prevent the risk of network populism, we must start from two aspects of risk management and risk process control.
