【摘要】：在民主理論中,精英民主有助于解決民主決策的效率問(wèn)題,但往往陷入對(duì)大眾的回應(yīng)性困境;參與式民主重提大眾直接參與的價(jià)值,卻無(wú)法適應(yīng)現(xiàn)代社會(huì)的復(fù)雜性和專業(yè)化。立足于彌合精英和大眾參與之間的張力,協(xié)商系統(tǒng)理論提供了協(xié)商民主新思路。協(xié)商系統(tǒng)理論以包容、依賴和分工為核心要義,不但包容了封閉的精英協(xié)商,形成了精英權(quán)威的技術(shù)統(tǒng)治模型,而且通過(guò)精英與大眾相互依賴的互動(dòng)機(jī)制,形成了精英權(quán)威的民主模型。在此基礎(chǔ)上,協(xié)商系統(tǒng)通過(guò)"雙軌制協(xié)商"以及"目標(biāo)議題——手段"分工兩條路徑實(shí)現(xiàn)精英與大眾的關(guān)聯(lián),彌合了兩者之間的張力。
[Abstract]:In democratic theory, elitist democracy helps to solve the efficiency of democratic decision-making, but it often falls into a dilemma of responsiveness to the masses; participatory democracy brings up the value of direct participation of the masses. But unable to adapt to the complexity and specialization of modern society. Based on bridging the tension between elite and mass participation, the theory of consultation system provides a new way of thinking of deliberative democracy. The core of the theory of consultation system is inclusion, dependence and division of labor. It not only contains closed elite negotiation, but also forms the democratic model of elite authority through the interactive mechanism of mutual dependence between elite and the masses. The negotiation system realizes the connection between the elite and the masses through the two paths of "two-track negotiation" and "objective-issue-means" division of labor, thus bridging the tension between the two.
