【摘要】：作為現(xiàn)代民主制度三大支柱之一,選舉制度在當(dāng)代民主國家制度中發(fā)揮著不可替代的基礎(chǔ)性作用。源于古代希臘、羅馬城邦政治,定制于西方資產(chǎn)階級革命的近現(xiàn)代選舉制度經(jīng)歷了長達(dá)幾百年的發(fā)展過程才逐步趨于成熟。在這幾百年的發(fā)展過程中,西方選舉制度在提高西方國家政治生活民主化程度和水平、促進(jìn)社會安定和發(fā)展等方面發(fā)揮著積極的作用。但是在資本主義商品經(jīng)濟(jì)中產(chǎn)生,根本是為保障資產(chǎn)階級利益的西方選舉制度有著不可克服的先天缺陷,即有產(chǎn)者執(zhí)掌權(quán)力。伴隨著資產(chǎn)階級財富的增加,為了保護(hù)和擴(kuò)大本階級的利益,有產(chǎn)者通過各種方式將自己在社會中的經(jīng)濟(jì)權(quán)力轉(zhuǎn)換成政治權(quán)力,為達(dá)到此種目的,“粗野而骯臟”的“金錢政治”愈演愈烈,有增無減,選舉制度正式成為了資產(chǎn)階級謀求私利的工具。本研究正是試圖通過對西方選舉制度的深度剖析,力求突破其表象,探究與揭示西方選舉制度“民主制度”下“金錢政治”所蘊(yùn)含的資本邏輯的本質(zhì)。論文一共分為四章,第一章導(dǎo)言部分主要對學(xué)術(shù)現(xiàn)狀以及相關(guān)概念進(jìn)行考察。通過研究現(xiàn)狀分析,了解近幾年國內(nèi)外學(xué)者對于該主題的研究情況,在他們研究的基礎(chǔ)上深度探析本研究主題。同時,也通過對相關(guān)概念的辨析與比較,確認(rèn)本研究中所使用的有關(guān)概念的定義。第二章主要是對西方選舉制度生成中的資本要素進(jìn)行考察分析。資本主義生產(chǎn)關(guān)系的壯大、私有財產(chǎn)法律地位的確定以及新財富觀的出現(xiàn),都為選舉制度的形塑提供了資本要素,在代議制與選舉制度形塑的過程中,資本邏輯始終作為一條主線,貫穿其中。第三章著重展開敘述選舉制度在資本邏輯導(dǎo)控下的運(yùn)行狀態(tài)。通過對資本邏輯歷史形態(tài)分析,描述資本邏輯在選舉制度框架設(shè)計與運(yùn)行過程中的導(dǎo)控作用。第四章主要是分析現(xiàn)階段西方選舉制度所面臨的現(xiàn)實(shí)困境。揭示作為西方選舉制度本質(zhì)內(nèi)核的資本邏輯是現(xiàn)階段西方選舉制度面臨巨大困境的根源,而同時資本邏輯發(fā)展的新態(tài)勢—金融化的高漲更加深刻影響著現(xiàn)代選舉制度的運(yùn)作,西方政治不斷出現(xiàn)衰退現(xiàn)象。
[Abstract]:As one of the three pillars of modern democracy, the electoral system plays an irreplaceable fundamental role in the contemporary democratic state system. The modern electoral system, which was tailored to the bourgeois revolution in the West, experienced several hundred years of development and gradually matured. Western electoral systems play a positive role in improving the degree and level of democratization of political life in western countries and in promoting social stability and development. But in the capitalist commodity economy, The Western electoral system, which is basically designed to safeguard the interests of the bourgeoisie, has an insurmountable innate defect, that is, the power of the haves... with the increase of bourgeois wealth, in order to protect and expand the interests of their own class, In order to achieve this goal, the rich people convert their economic power in society into political power in various ways. In order to achieve this goal, the "rough and dirty" "money politics" has become increasingly and unabated. The electoral system has become a tool for the bourgeoisie to pursue self-interest. This paper explores and reveals the nature of the capital logic contained in "money politics" under the "democratic system" of the western electoral system. The first chapter is an introduction to the academic status and related concepts. Through the analysis of the current situation of research, understand the domestic and foreign scholars on this topic in recent years, on the basis of their research, in-depth analysis of this research theme, at the same time, Through the analysis and comparison of the related concepts, the definition of the related concepts used in this study is confirmed. Chapter two mainly studies and analyzes the capital elements in the formation of the western electoral system, the growth of capitalist relations of production. The determination of the legal status of private property and the appearance of the new view of wealth provide the capital elements for the shaping of the electoral system. In the process of the representative system and the shaping of the electoral system, the logic of capital is always a main line. The third chapter focuses on the operation of the electoral system under the control of capital logic. This paper describes the guiding and controlling role of capital logic in the design and operation of the electoral system framework. Chapter 4th mainly analyzes the realistic dilemma faced by the western electoral system at the present stage and reveals the capital as the essential core of the western electoral system. Logic is the root of the enormous dilemma facing the western electoral system at this stage. At the same time, the new trend of the development of capital logic, the upsurge of financialization, affects the operation of modern election system more deeply, and the western politics keeps on declining.
