【摘要】：在新形勢下,黨的十七屆四中全會提出要建設馬克思主義學習型政黨。這是中國共產(chǎn)黨面對社會和歷史環(huán)境而進行的必然選擇,它需要全體人員共同努力實現(xiàn)。本文首先描述了馬克思、恩格斯、列寧以及毛澤東、鄧小平關于政黨加強學習的思想,分析了中國共產(chǎn)黨所處的國際、國內(nèi)及黨內(nèi)的環(huán)境,并嘗試性地就馬克思主義學習型政黨建設思想的提出、形成及豐富做以闡述。 其次,著力突破傳統(tǒng)研究的零散性和局部性,從馬克思主義學習型政黨建設思想的指導理念、目標、原則、要求及任務,制度建設及隊伍建設等四個方面歸納總結(jié)了馬克思主義學習型政黨建設思想的主要內(nèi)容。馬克思主義學習型政黨的指導理念包括人才資源是第 一資源的理念,全員學習、終身學習的理念,全面性、開放性學習的理念,知識面前人人平等的理念,與時俱進、開拓創(chuàng)新的理念,學習與實踐相結(jié)合的理念及注重黨性修養(yǎng)的理念等七個方面的理念。馬克思主義學習型政黨建設思想的制度建設包括學習投入制度、學習考核評價機制、干部人事制度、黨內(nèi)民主制度及政策、法律機制等五個方面的建設。 再次,分析了馬克思主義學習型政黨建設思想的特征,即先進性與普及性共存、開放性與包容性相融、終身性與經(jīng)常性同在、實踐性與創(chuàng)新性結(jié)合。 最后,總結(jié)了馬克思主義學習型政黨建設思想的理論與實踐價值。馬克思主義學習型政黨建設思想把學習置于黨的建設的突出戰(zhàn)略地位,以提高黨的學習力、創(chuàng)新力、執(zhí)政力為核心,以黨建理念的更新為先導,是馬克思主義政黨建設理論的創(chuàng)新和發(fā)展。馬克思主義學習型政黨建設思想是民族傳統(tǒng)與黨歷史經(jīng)驗的總結(jié)和傳承。馬克思主義學習型政黨建設思想是中國共產(chǎn)黨的建設的科學指南,是黨的建設變革創(chuàng)新的戰(zhàn)略選擇,是我們黨保持先進性的重要途徑和提高黨的執(zhí)政能力的必然要求。同時,馬克思主義學習型政黨建設思想也是中國特色社會主義現(xiàn)代化事業(yè)的有力保證,體現(xiàn)了科學發(fā)展觀的發(fā)展主題,堅持了科學發(fā)展觀的方法論原則,彰顯了科學發(fā)展觀的核心價值追求,是科學發(fā)展觀的有益實踐。
[Abstract]:Under the new situation, the fourth Plenary session of the 17 CPC Central Committee proposed the construction of a Marxist learning-type political party, which is an inevitable choice for the Communist Party of China in the face of the social and historical environment. This paper first describes Marx, Engels, Lenin, Mao Zedong and Deng Xiaoping's thoughts on strengthening political party learning, and analyzes the international, domestic and inner-party environment in which the CPC is located. And try to put forward, form and enrich the thought of Marxist learning party construction. Secondly, efforts should be made to break through the scattered and localized nature of the traditional research, and from the guiding concepts, objectives, principles, requirements and tasks of the Marxist learning-oriented party construction thought, This paper summarizes the main contents of Marxist learning party construction from four aspects: system construction and team building. The guiding concept of Marxist learning party includes the following: human resource is the first part. The concept of one resource, the concept of all-staff learning, the concept of lifelong learning, the idea of comprehensive and open learning, the idea of equality in front of knowledge, the idea of keeping pace with the times, and the idea of pioneering and innovating. The idea of combining study with practice and the idea of paying attention to the cultivation of party spirit, etc. The system construction of Marxist learning political party includes study input system, study evaluation mechanism, cadre personnel system, etc. The construction of inner-party democratic system and policy, legal mechanism and so on. Thirdly, the author analyzes the characteristics of Marxist learning party construction thought, that is, the coexistence of advanced nature and popularization, the combination of openness and inclusiveness, the coexistence of life-long nature and regularity, and the combination of practicality and innovation. Finally, the paper summarizes the theoretical and practical value of the theory and practice of Marxist learning-type party construction thought. The Marxist learning-party construction thought puts learning in the prominent strategic position of the party building, in order to improve the Party's learning ability and innovation ability. The core of the ruling power is the renewal of the concept of party building. It is the innovation and development of Marxist party construction theory. The thought of Marxist learning party construction is the summary and inheritance of the national tradition and the party's historical experience. The Marxist learning party construction thought is the Communist Party of China. A scientific guide to party building, It is a strategic choice for the Party's construction, reform and innovation, an important way for our party to maintain its advanced nature, and an inevitable requirement for improving the Party's ruling ability. The thought of Marxist learning party construction is also a powerful guarantee for the modernization of socialism with Chinese characteristics. It embodies the development theme of the scientific development view and adheres to the methodological principle of the scientific development view. It shows the pursuit of the core value of the scientific development view and is the beneficial practice of the scientific development view.
