我國(guó)公務(wù)員行政人格塑造偏差與調(diào)適路徑

【摘要】:塑造健全行政人格是提高政府行政能力,建設(shè)服務(wù)型政府的迫切需要。現(xiàn)實(shí)中,由于教育滯后、文化制導(dǎo)、制度缺失、角色沖突等諸多因素制約,我國(guó)公務(wù)員行政人格塑造中遭遇甚至盛行依附型、權(quán)力型、腐敗型三大典型人格偏差。以道德品質(zhì)培育為根本,以行政文化建構(gòu)為依托,以自我行政調(diào)適為主導(dǎo),以行政倫理立法與健全監(jiān)督機(jī)制為保障,成為調(diào)適這種行政人格偏差、塑造適合中國(guó)市場(chǎng)經(jīng)濟(jì)社會(huì)發(fā)展的健全行政人格的根本路徑。
[Abstract]:Shaping and perfecting administrative personality is an urgent need to improve the administrative ability of the government and build a service-oriented government. In reality, many factors are restricted by the lagging of education, cultural guidance, lack of system, role conflict and so on. There are three typical personality deviations in the shaping of the administrative personality of civil servants in China, which are attachment type, power type and corruption type, which are based on the cultivation of moral quality and the construction of administrative culture. Taking self-administration adjustment as the leading factor, taking the administrative ethics legislation and the perfect supervision mechanism as the guarantee, it becomes the fundamental path to adjust this kind of administrative personality deviation and to shape the sound administrative personality suitable for the development of the Chinese market economy society.
