【摘要】：本文首先將福利民粹主義界定為民粹式的福利超載,即民粹主義政治人物為了獲取"人民"的支持或踐行其政治理念,強(qiáng)力推行違背經(jīng)濟(jì)發(fā)展規(guī)律、帶有"政治性分配激勵(lì)"色彩的社會(huì)福利政策。在此基礎(chǔ)上,結(jié)合拉美地區(qū)和泰國(guó)的經(jīng)驗(yàn),本文歸納出了福利民粹主義的生成邏輯:客觀條件方面,貧富分化導(dǎo)致的嚴(yán)重社會(huì)分裂使得民粹式的社會(huì)福利政策具備了必要的社會(huì)基礎(chǔ),而缺乏法治和社會(huì)基礎(chǔ)的民主制度則使民粹主義政治人物有機(jī)會(huì)繞開體制,實(shí)施"福利趕超";主觀推力方面,民粹主義政治人物首先使"人民"聚焦于已經(jīng)十分嚴(yán)重的貧富分化和社會(huì)對(duì)立,加劇社會(huì)分裂,以吸引"人民"的政治參與和支持,在獲取政權(quán)后則通過目標(biāo)指向明確的高強(qiáng)度社會(huì)福利激勵(lì),將來自"人民"的支持持久化。當(dāng)然,也不能否認(rèn)特定的經(jīng)濟(jì)結(jié)構(gòu)和社會(huì)文化心理,乃至民粹主義政治人物的政治理念在福利民粹主義生成過程中的重要影響。
[Abstract]:This paper will be defined as populist populist welfare benefits is overloaded, populist politicians in order to obtain the "people" to support or enforce their practice of political philosophy, contrary to the laws of economic development, with the "incentive" political allocation of social welfare policies. On this basis, combined with the Latin American region and the experience of Thailand, this paper summarized the logic of welfare Populism: the objective conditions, resulting in serious social polarization splitting the populist social welfare policy has the necessary social basis, and the lack of the rule of law and social democracy of the populist politicians have the opportunity to bypass the system, the implementation of the "welfare catch up"; subjective thrust, populism politicians first focus on "people" has a very serious inequality and social opposition, exacerbate social split, to attract the "people" Political participation and support in the acquisition of power after high strength of social welfare through explicit incentive target, will come from the "people" to support persistence. Of course, it cannot deny the economic structure and social cultural psychology specific, and populist political figures of the political concept of the important influence on the welfare of populism generated in the process.
