【摘要】：隨著上海全境的解放,擺在新生民主政權面前諸多社會問題層出不窮,其中之一即是工人失業(yè)問題。大量失業(yè)人員的存在,不僅有礙于社會的安寧穩(wěn)定,人民的幸福安康,也有礙于國民經(jīng)濟的恢復與發(fā)展,因此,解決工人失業(yè)問題,保障其基本生活顯得尤為必要。上海市政府從解放伊始即開始著手解決工人失業(yè)問題,截至1952年底,這一工作取得巨大成就,初步解決了工人失業(yè)問題與生活問題。 本文以解放初期上海市工人失業(yè)及失業(yè)救濟為研究對象,考察時間范圍為1949-1952年。之所以選擇這個題目來做畢業(yè)論文,是因為目前學術界對建國初期上海失業(yè)工人社會救濟的研究還不夠充分、深入。本人擬在現(xiàn)有研究成果的基礎上,力求通過挖掘大量未刊檔案,及搜集相關報刊資料,以豐富的數(shù)據(jù)來體現(xiàn)建國初期上海救濟失業(yè)工人的效果和成就,以期透過對上海救濟失業(yè)工人的區(qū)域性研究,豐富學界對這一問題的認識。 論文通過三個方面對建國初期上海市失業(yè)工人社會救濟加以研究。一、救濟的背景,通過對解放初期上海市工人失業(yè)現(xiàn)象、失業(yè)特征及失業(yè)工人的多重心理的概述,進一步探尋了失業(yè)下的工人生活狀況和對社會的不良影響;二、多渠道的失業(yè)救濟措施和政策,文章從五個方面對政府的救濟行為進行剖析,其中組設機構、籌備糧款、發(fā)放救濟金、安置失業(yè)工人構成了這一時期上海市政府救濟失業(yè)工人工作的主要內容;三、上海失業(yè)工人社會救濟成效考量及反思。 透過本文研究可以發(fā)現(xiàn),建國初期上海市失業(yè)工人救濟工作是我國失業(yè)保險和社會救濟事業(yè)全面展開的起始階段,無論于上海社會生活史的研究,還是于失業(yè)保險制度、社會保障制度的研究都具有重要的歷史意義和現(xiàn)實借鑒意義。
[Abstract]:With the liberation of the whole territory of Shanghai, many social problems emerge in front of the new democratic regime, one of which is the unemployment of workers. The existence of a large number of unemployed people not only hinders the peace and stability of society, the happiness and well-being of the people, but also hinders the recovery and development of the national economy. Therefore, it is particularly necessary to solve the problem of workers' unemployment and ensure their basic life. The Shanghai Municipal Government began to solve the problem of unemployment of workers from the beginning of liberation. By the end of 1952, great achievements had been made in this work, which had initially solved the problem of unemployment and life of workers. In this paper, the unemployment and unemployment benefits of workers in Shanghai in the early days of liberation were taken as the research object, and the investigation time was from 1999 to 1952. The reason why I chose this topic to do my graduation thesis is that the academic research on social relief for unemployed workers in Shanghai in the early days of the founding of the people's Republic of China is not sufficient and in-depth. On the basis of the existing research results, I intend to try my best to excavate a large number of unpublished files and collect relevant newspaper materials to reflect the effect and achievements of relief to unemployed workers in Shanghai with rich data, in order to enrich the academic understanding of this problem through the regional research on the relief of unemployed workers in Shanghai. This paper studies the social relief of unemployed workers in Shanghai in the early days of the people's Republic of China. First, the background of relief, through an overview of the phenomenon of unemployment, the characteristics of unemployment and the multiple psychology of unemployed workers in Shanghai at the beginning of liberation, this paper further explores the living conditions of workers under unemployment and their adverse effects on society. Second, multi-channel unemployment relief measures and policies, this paper analyzes the relief behavior of the government from five aspects, in which the establishment of institutions, the preparation of grain funds, the distribution of benefits and the placement of unemployed workers constitute the main content of the Shanghai municipal government's work of relief to unemployed workers in this period; third, the effectiveness of social relief for unemployed workers in Shanghai is considered and reflected. Through the study of this paper, it can be found that the relief work of unemployed workers in Shanghai in the early days of the people's Republic of China was the initial stage of the comprehensive development of unemployment insurance and social relief in China. The study of Shanghai's social life history, unemployment insurance system and social security system have important historical significance and practical reference significance.
