【摘要】：察哈爾綏遠(yuǎn)地區(qū)是一個(gè)社會(huì)狀況較為復(fù)雜的區(qū)域,與其他內(nèi)地省份相比,這一地區(qū)民族構(gòu)成較為復(fù)雜,這里不僅有大量開墾的農(nóng)田,還有許多傳統(tǒng)的牧場(chǎng)；蒙地的廣泛分布是這一地區(qū)土地的基本特征,且大多數(shù)蒙地采取了永佃制經(jīng)營；大量漢族農(nóng)民遷入,地商、攬頭的形成與該區(qū)域蒙地永佃制發(fā)展密切相關(guān)。 本文通過對(duì)察綏地區(qū)永佃制的起源、發(fā)展、地域分布、土地經(jīng)營與農(nóng)民生活、土地流轉(zhuǎn)等方面的敘述,分析國家土地政策對(duì)察綏地區(qū)永佃制的影響,總結(jié)該地區(qū)永佃制特征,揭示高永佃比例形成的社會(huì)原因及永佃制對(duì)于該地區(qū)發(fā)展的歷史意義。 我國正處于推進(jìn)新一輪的土地產(chǎn)權(quán)改革的關(guān)鍵時(shí)期,剖析近代察綏地區(qū)永佃制,對(duì)于現(xiàn)在我國土地制度的改革提供了重要的借鑒意義。
[Abstract]:The area of Chahar's remote area is a complex area with a complex social situation. In comparison with other inland provinces, the ethnic composition of this area is complex. There are not only a large number of cultivated fields, but also many traditional rangeland; the extensive distribution of the land is the basic characteristic of the land in this area. And the formation of a large number of Han farmers, and the formation of the hirer is closely related to the development and development of the Mongolian land in the region.
