【摘要】：民國年間,政局紛擾,使各省衛(wèi)生行政組織大多不依中央定制。廣西更因蔣桂矛盾自行其道,獨(dú)創(chuàng)衛(wèi)生區(qū)制度,將全省劃分為若干區(qū),采取化整為零的辦法,在每區(qū)設(shè)一省立醫(yī)院與衛(wèi)生事務(wù)所負(fù)責(zé)區(qū)內(nèi)衛(wèi)生事宜,上承省令,向下指導(dǎo)與監(jiān)督各縣市衛(wèi)生機(jī)關(guān),猶如架起一道橋梁,解決了省政對(duì)各縣市地方鞭長莫及的問題。這種分散多中心的模式為全省衛(wèi)生加速發(fā)展整體提升提供了制度基礎(chǔ),是廣西衛(wèi)生成就在才缺財(cái)困中脫穎而出的關(guān)鍵,同時(shí)也是近代"衛(wèi)生"制度自日本輸入后在地方創(chuàng)造性運(yùn)用的嘗試。
[Abstract]:In the Republic of China, the political turmoil, so that the provincial health administrative organizations do not rely on the central customization. Because of the contradiction between Jiang Gui and Guangxi, Guangxi created its own health district system, dividing the province into several districts, adopting a piecemeal approach, setting up a provincial hospital and health office in each district to take charge of local health matters, and taking the provincial order. Guiding and supervising the health organs of counties and cities is like setting up a bridge, which solves the problem that the provincial government is unable to reach all counties and cities. This decentralized multi-center model provides an institutional basis for the overall promotion of the province's accelerated development of health, and is the key to the emergence of Guangxi's health achievements in the midst of talent and lack of money. At the same time, it is also an attempt of local creative application of modern "health" system after being imported from Japan.
