【摘要】：清季外官制改革中,各省添設(shè)巡警道缺。伴隨著督撫分權(quán)與中央集權(quán)的博弈,該缺的遴選,突破了清朝固有的銓選規(guī)制。最初,由督撫奏保能員補(bǔ)署,后經(jīng)民政部力爭(zhēng)部選,基本形成外補(bǔ)與內(nèi)簡(jiǎn)輪換的選任規(guī)制,典型體現(xiàn)了清季銓選制度的變革。在巡警道員選任資格、方式變遷的過(guò)程中,清廷、民政部、督撫等各方的意見(jiàn),既有出于自身利益的衡量,又有對(duì)辦理警務(wù)新政實(shí)際需要的考慮,且受當(dāng)時(shí)人才儲(chǔ)備狀況的現(xiàn)實(shí)制約,其間的復(fù)雜糾葛,典型地反映出清季官制改革、銓法變遷與政局變動(dòng)之間的多重互動(dòng)影響。
[Abstract]:In the reform of the foreign government system in Qing Dynasty, the provinces set up patrol roads. With the game of centralization and centralization, the lack of selection broke through the inherent rules of the Qing Dynasty. At first, by the governor to play Baoeng to replace the administration, then by the Ministry of Civil Affairs to strive for the election of the Ministry of Civil Affairs, the basic form of external supplement and internal simple rotation of the selection system, typical reflects the Qing Dynasty Jiquan election system reform. In the course of the selection and appointment qualification and the change of the way of the patrol police, the views of the Qing government, the Ministry of Civil Affairs, the governor, etc., were not only measured out of their own interests, but also considered the actual needs of handling the new police policy. And by the real constraints of the talent reserve at that time, the complex disputes between them are typical reflection of the government system reform in the Qing Dynasty, the interaction between the changes of the civil law and the political situation.
