【摘要】：1931年,中國共產黨在江西瑞金建立了中華蘇維埃共和國。這是中國共產黨第一次執(zhí)掌國家政權。中華蘇維埃共和國臨時中央政府的建立是中華蘇維埃共和國行政制度的集中體現(xiàn),是當時中國革命形勢的必然產物。中國共產黨在中華蘇維埃共和國期間,建立了較為完整的行政制度,對這一時期的行政制度的建立、行政架構、行政制度的特點、局限性、歷史地位和經驗教訓進行研究,對今天的行政制度改革有很強的借鑒價值。本文共分為四個部分: 第一部分:闡述了中華蘇維埃共和國建立的歷史條件和中華蘇維埃共和國各級行政組織的產生。中華蘇維埃共和國的建立是在共產國際的指導下,以毛澤東為代表的中國共產黨人對蘇維埃政權不斷探索的基礎上建立起來的。是中國革命形勢發(fā)展的必然結果。隨著中華蘇維埃共和國政權的建立,中華蘇維埃共和國臨時中央政府和各級地方政府也建立起來了。 第二部分:闡述了中華蘇維埃共和國的行政架構。對中華蘇維埃共和國的行政區(qū)劃、行政機構設置、行政機關職權以及運行機制四方面的內容進行分析,完整的闡述中華蘇維埃共和國的行政制度。 第三部分:闡述中華蘇維埃共和國行政制度的特點。在第二部分的基礎上,對中華蘇維埃共和國行政制度的特點進行總結。 第四部分:闡述中華蘇維埃共和國行政制度的局限性、歷史地位和經驗教訓。多角度的對中華蘇維埃共和國的行政制度進行分析,總結中華蘇維埃共和國時期行政制度的現(xiàn)實意義。
[Abstract]:In 1931, the Communist Party of China established the Chinese Soviet Republic in Ruijin, Jiangxi Province. This is the first time the Communist Party of China has taken over state power. The establishment of the interim central government of the Soviet Republic of China is the concentrated embodiment of the administrative system of the Soviet Republic of China and the inevitable outcome of the revolutionary situation in China at that time. During the period of the Soviet Republic of China, the Communist Party of China established a relatively complete administrative system. The establishment of the administrative system, the administrative structure, the characteristics, limitations, historical status and lessons learned of the administrative system during this period were studied. Today's administrative system reform has a strong reference value. This paper is divided into four parts: the first part: the historical conditions of the establishment of the Soviet Republic of China and the emergence of administrative organizations at all levels of the Soviet Republic of China. Under the guidance of the Communist International, the establishment of the Chinese Soviet Republic was established on the basis of the constant exploration of the Soviet regime by the Chinese Communists represented by Mao Zedong. It is the inevitable result of the development of China's revolutionary situation. With the establishment of the regime of the Soviet Republic of China, the interim central government and local governments of the Soviet Republic of China were established. The second part: elaborated the administrative structure of the Soviet Republic of China. This paper analyzes the administrative division of the Soviet Republic of China, the establishment of the administrative organs, the functions and powers of the administrative organs and the operating mechanism, and expounds the administrative system of the Soviet Republic of China completely. The third part: expound the characteristics of the administrative system of the Soviet Republic of China. On the basis of the second part, the characteristics of the administrative system of the Soviet Republic of China are summarized. The fourth part: expound the limitation, historical status and experience of the administrative system of the Soviet Republic of China. This paper analyzes the administrative system of the Soviet Republic of China from various angles and summarizes the practical significance of the administrative system in the period of the Soviet Republic of China.
