民國時期特別市制度的創(chuàng)設(shè)與演變

【摘要】：民國時期特別市制度的創(chuàng)設(shè),不僅使大城市成為獨立治理的政區(qū),而且提升和明確了大城市的行政地位,標志著近代中國新型城市行政體制的構(gòu)建首先在大城市取得突破。但從制度建構(gòu)的歷程看,特別市制度源起于自治,卻不能成于自治,說明構(gòu)建新型城市行政體制在制度設(shè)計上與制度落地上的偏差。另一方面,特別市制度雖未成于自治,卻又始終糾纏于自治,體現(xiàn)了近代城市行政體制變革的中“痛”與“困”。
[Abstract]:During the period of the Republic of China, the establishment of the special city system not only made the big city become an independent administrative district, but also promoted and clarified the administrative status of the big city, indicating that the construction of the new urban administration system in modern China first made a breakthrough in the big city. However, from the process of system construction, the special city system originated from autonomy, but it can not become autonomy, which shows the deviation between the system design and the system falling to the ground in the construction of new urban administrative system. On the other hand, although the special city system is not self-governing, it is always entangled in autonomy, which reflects the "pain" and "difficulty" in the reform of modern urban administrative system.
