南京國民政府時期河北地區(qū)乞丐問題研究（1927-1937）

【摘要】：近代中國乞丐眾多是當時社會上一大問題，，乞丐與文明相悖卻長期共存，理應(yīng)是人類社會消滅的一種亞文化群體。本文從社會救濟史角度考察了河北地區(qū)乞丐的來源與生活方式，研究了乞丐的行為特征對社會的影響，從而進一步探析了在1927年-1937年間政府、民間慈善組織與宗教慈善組織對乞丐的救助。 由于天災(zāi)人禍等原因，南京國民政府時期河北社會上乞丐增多。通過河北乞丐概況與河北丐幫的特色，從側(cè)面顯示乞丐生活的凄慘，以及他們陰暗的心理思想。乞丐的負面影響對社會危害極大。針對乞丐的不良行為，政府、民間慈善組織與宗教慈善團體對乞丐進行各有特點的救助。 河北乞丐的救濟雖然并未徹底解決民國時期的乞丐問題,但是政府、民間慈善組織與宗教慈善組織解決乞丐問題的一些新措施,已經(jīng)向近代化慈善轉(zhuǎn)變，對我們現(xiàn)代人解決乞丐問題有一定的歷史借鑒意義。
[Abstract]:Many beggars in modern China were a major problem in the society at that time. Beggars and civilizations were incompatible with each other for a long time and should be a subcultural group destroyed by human society. From the perspective of the history of social relief, this paper examines the origin and lifestyle of beggars in Hebei, studies the influence of beggars' behavior on society, and further explores the government from 1927 to 1937. Folk and religious charitable organizations to help beggars. Due to natural and man-made disasters and other reasons, the number of beggars in Hebei society increased during the period of Nanjing National Government. Through the general situation of the beggars in Hebei and the characteristics of the beggars in Hebei, it shows from the side the miserable life of beggars and their dark psychological thoughts. The negative influence of beggars does great harm to society. In response to beggars' bad behavior, the government, civil charitable organizations and religious charitable organizations help beggars with their own characteristics. Although the relief of beggars in Hebei Province has not completely solved the beggar problem during the Republic of China, some new measures taken by the government, non-governmental charitable organizations and religious charitable organizations to solve the beggar problem have changed to modern philanthropy. For our modern people to solve the problem of beggars have a certain historical significance.
