淪陷時期的上海市百貨商業(yè)同業(yè)公會研究（1937—1945）

【摘要】：1937年日本占領上海以后,扶植漢奸勢力建立汪偽政權,開始對上海進行殖民統(tǒng)治。太平洋戰(zhàn)爭爆發(fā)后,日本對華政策發(fā)生改變,通過汪偽政府間接控制上海地區(qū),實行戰(zhàn)時物資統(tǒng)制政策。商統(tǒng)會及其下層組織同業(yè)公會就具體負責推行物資統(tǒng)制政策。 淪陷時期的上海市百貨商業(yè)同業(yè)公會,其內(nèi)部組織及人事上雖然并沒有太大的變化,但是已經(jīng)完全被汪偽政府所控制,公會管理運行上的問題都要請示汪偽政府。作為商統(tǒng)會的下層機關,上海市百貨商業(yè)同業(yè)公會協(xié)助汪偽政府參與了物資統(tǒng)制的各個方面,如物價管理、打擊囤積居奇等不法行為、辦理物資移動證明及物資配給、稅收管理等等,在物資統(tǒng)制中發(fā)揮了重要的作用。 百貨商業(yè)同業(yè)公會作為同業(yè)商人代表的社會團體,在維護同業(yè)利益方面也盡到了一定的責任,但是這些都是在不損害汪偽政府利益的前提下,汪偽政府會根據(jù)自己的利益和需要,選擇性地接受和批準,但是很多試圖維護同業(yè)利益的提案并沒有得到汪偽政府的認可。 雖然客觀上說,汪偽時期的上海市百貨商業(yè)同業(yè)公會在當時憑借自身的影響力,在協(xié)助穩(wěn)定物價,維護市場秩序等方面起到了一定的積極作用。但是應該看到,當時的百貨商業(yè)同業(yè)公會協(xié)助汪偽政府推行物資統(tǒng)制政策,損害了同業(yè)商人的利益,已經(jīng)成為汪偽政府實行經(jīng)濟統(tǒng)制的統(tǒng)治工具。
[Abstract]:After the Japanese occupation of Shanghai in 1937, the traitors established Wang pseudo-regime and began to colonize Shanghai. After the outbreak of the Pacific War, Japan's policy toward China changed, and Japan indirectly controlled the Shanghai area through the Wang Puppet government, and implemented the wartime material control policy. The Commission and its lower-level trade associations are specifically responsible for the implementation of material control policies. Although the internal organization and personnel of the Shanghai Department Store Commercial Association in the period of enemy-occupied has not changed much, it has been completely controlled by Wang pseudo-government, and all the problems in the management and operation of the association should be referred to Wang pseudo-government. As the lower level organ of the Commission, the Shanghai General merchandise Commerce and Industry Association assisted the Wang bogus government in participating in various aspects of material control, such as price management, cracking down on hoarding and other illegal activities, handling material movement certificates and material rationing. Tax management and so on, has played an important role in material control. The Department Store Business Association, as the representative of the businessmen of the same trade, has also done a certain amount of duty in safeguarding the interests of the same trade. However, these are all without prejudice to the interests of Wang Puppet's government. Wang's government will selectively accept and approve it according to its own interests and needs, but many proposals to protect the interests of the same industry have not been endorsed by Wang's government. Objectively speaking, the Shanghai Department Store Trade Association during the period of Wang Puppet played a positive role in helping to stabilize prices and maintain market order by virtue of its own influence at that time. However, it should be seen that the department store trade association at that time assisted the Wang puppet government in carrying out the material control policy, which damaged the interests of the businessmen in the same trade, and had become the ruling tool for the Wang bogus government to implement economic control.
