【摘要】：本文通過對民國時期安徽公路建設(shè)的背景和歷史進程、公路管理體制的建立,進行較為系統(tǒng)的考察和分析,來厘清民國時期安徽公路建設(shè)的進程,從而揭示公路發(fā)展在安徽近代社會變遷中的作用。 第一章論述了安徽地域環(huán)境與水陸交通發(fā)展,從安徽的地域環(huán)境和水陸交通兩方面出發(fā),探討安徽修筑公路前的交通狀況。在傳統(tǒng)社會,水運起著舉足輕重的作用,而陸路交通則主要以驛路的形式得以修筑和發(fā)展,時至近代,則多成了公路發(fā)展的基本路徑。1920年以前安徽的水陸交通,除了傳統(tǒng)交通得以繼續(xù)發(fā)展以外,也出現(xiàn)了輪運業(yè)、鐵路等新式交通,安徽交通開始了近代轉(zhuǎn)型。 第二章論述安徽公路建設(shè)的背景及其歷史進程,厘清從1920年創(chuàng)建公路至1949年安徽公路建設(shè)從創(chuàng)建、發(fā)展到破壞、搶修的歷程,一方面充分說明了公路交通與政治、軍事、經(jīng)濟條件極為密切且相互制約。另一方面也闡述了只有在政局穩(wěn)定、經(jīng)濟正常發(fā)展的條件下,選用專業(yè)技術(shù)人才,籌集必須的經(jīng)費和物資,公路才能保質(zhì)保量地得到相應(yīng)的發(fā)展。 第三章論述民國安徽公路管理體制的建立、公路管理機構(gòu)的演變,以及公路管理、行車管理政策和措施。 第四章從公路對經(jīng)濟發(fā)展、政治發(fā)展、民眾生活、人民思想觀念的影響等方面,論述了公路建設(shè)與民國安徽經(jīng)濟社會發(fā)展的內(nèi)在關(guān)系。
[Abstract]:Based on the background and history of Anhui highway construction in the period of the Republic of China and the establishment of highway management system, this paper makes a systematic investigation and analysis to clarify the process of highway construction in Anhui during the period of the Republic of China. In order to reveal the role of highway development in modern social changes in Anhui. The first chapter discusses the regional environment and the development of land and water transportation in Anhui Province, starting from the two aspects of Anhui regional environment and land and water transportation, discusses the traffic situation before the construction of highway in Anhui Province. In the traditional society, water transportation plays an important role, and land transportation is mainly built and developed in the form of post roads, and from now to modern times, it has become the basic path of highway development. In addition to the continuous development of traditional traffic, new types of traffic, such as wheel transportation and railway, began to transform in modern times. The second chapter discusses the background and historical process of Anhui highway construction, and clarifies the course of highway construction from its founding in 1920 to Anhui highway construction in 1949. On the one hand, it fully explains the road traffic, politics and military affairs. Economic conditions are extremely close and mutually restricted. On the other hand, only under the condition of stable political situation and normal development of economy, selecting professional and technical talents, raising necessary funds and materials, can the highway get the corresponding development in quality and quantity. The third chapter discusses the establishment of Anhui highway management system, the evolution of highway management institutions, as well as highway management, traffic management policies and measures. The fourth chapter discusses the internal relationship between highway construction and the economic and social development of Anhui Province in the Republic of China from the aspects of highway to economic development, political development, people's life, people's ideology and other aspects.
