一九四九年冀魯豫區(qū)“歸隊(duì)與參軍”運(yùn)動(dòng)研究

【摘要】：作為解放戰(zhàn)爭時(shí)期華北地區(qū)最后一次大規(guī)模的參軍運(yùn)動(dòng),1949年冀魯豫區(qū)"歸隊(duì)與參軍"運(yùn)動(dòng)面臨著勞動(dòng)力減少及此前動(dòng)員參軍中各種遺留問題等困難。冀魯豫區(qū)黨委在運(yùn)動(dòng)中堅(jiān)持了"歸隊(duì)"與"參軍"須同時(shí)進(jìn)行、防止強(qiáng)迫命令、不提倡超額完成任務(wù)、"歸參"與生產(chǎn)相結(jié)合等原則,糾正了過去工作"過急過快"的偏向。雖然冀魯豫區(qū)黨委在運(yùn)動(dòng)中仍存在一些不足,但總體上保持了同群眾的密切關(guān)系,在鄉(xiāng)村中資源已較枯竭的不利情形下完成了"歸參"工作,也探索了國家政權(quán)與鄉(xiāng)村社會(huì)良性互動(dòng)的道路。
[Abstract]:As the last large-scale movement in North China during the War of Liberation, the movement of "return and join the army" in the Hebei, Shandong and Henan regions in 1949 faced difficulties such as the reduction of labor force and the problems left over in mobilizing to join the army before that time. In the movement, the party committee of the Hebei, Shandong and Henan areas insisted on the principles of "returning to the army" and "joining the army" at the same time, preventing forced orders, not advocating over-fulfilling the tasks, combining "returning to consult" with production, and rectifying the tendency of the past work to be "too quick and too quick." Although there are still some shortcomings in the movement of the Party committees in the Hebei, Shandong and Henan regions, they have generally maintained close relations with the masses, and have completed the "return to consult" work under the disadvantageous condition that the resources in the villages have been relatively depleted. It also explores the path of benign interaction between state power and rural society.
