【摘要】：社會(huì)治安既是一個(gè)重大的社會(huì)問題,又是一個(gè)亟待解決的現(xiàn)實(shí)問題。它不僅涉及到人民群眾切身的生命財(cái)產(chǎn)利益,更關(guān)系到一個(gè)地區(qū)、一個(gè)國(guó)家的政權(quán)穩(wěn)定和經(jīng)濟(jì)發(fā)展。清末民初是一個(gè)政權(quán)交替的時(shí)期,對(duì)于這個(gè)時(shí)期直隸地區(qū)社會(huì)治安問題的關(guān)注和考察,有助于人們從社會(huì)治安的角度了解當(dāng)時(shí)的直隸地區(qū)的整個(gè)社會(huì)狀況。 清末民初直隸地區(qū)的社會(huì)治安十分混亂,不僅有鐵路修建、民教沖突引發(fā)的新的治安問題,同時(shí)傳統(tǒng)治安問題仍然延續(xù),表現(xiàn)為惡棍流氓的大量存在,社會(huì)風(fēng)氣的敗壞,盜竊、劫掠奸拐等案件的層出不窮。直隸地區(qū)社會(huì)治安混亂主要是連年的災(zāi)荒、頻繁的戰(zhàn)亂以及特殊的地理位置所造成的。社會(huì)治安問題是每個(gè)當(dāng)政者必須面對(duì)和解決的重要問題。為了搞好直隸地區(qū)的社會(huì)治安,當(dāng)時(shí)的各屆政府和治安當(dāng)局想盡了各種辦法、采取了各種各樣的措施。要實(shí)現(xiàn)直隸地區(qū)社會(huì)治安的根本好轉(zhuǎn),就必須首先取得國(guó)家的完全獨(dú)立和實(shí)現(xiàn)國(guó)內(nèi)的和平,然后積極發(fā)展民族工商業(yè)和繁榮民族經(jīng)濟(jì),提高人民的生存能力,普及教育,提高人們的文化素質(zhì)和道德水平。
[Abstract]:Social security is not only a major social problem, but also a practical problem to be solved. It is not only related to the vital and property interests of the people, but also to the stability of political power and economic development of a region and a country. The late Qing Dynasty and the beginning of the Republic of China was a period of political power alternation. The attention and investigation of the social security problems in Zhili area during this period was helpful for people to understand the whole social situation of Zhili area from the angle of social security. At the end of the Qing Dynasty and the beginning of the Republic of China, the social security in Zhili region was very chaotic. Not only were there new problems of public order caused by the construction of railways and conflicts between the people and the people's education. At the same time, the traditional problems of public order still persisted, as manifested by the large number of rogues, the deterioration of social atmosphere, and the theft. Cases of looting and abduction have sprung up in endlessly. The chaos of social security in Zhili is mainly caused by years of famine, frequent war and special geographical location. The problem of social security is an important problem that every person in power must face and solve. In order to do a good job of social security in Zhili, all kinds of measures were taken by the government and the public security authorities at that time. In order to achieve a fundamental improvement in social security in Zhili, we must first achieve the complete independence of the state and the realization of domestic peace, and then actively develop national industry and commerce and prosper the national economy, improve the people's ability to survive, and popularize education. Improve people's cultural quality and moral level.
