【摘要】： 中華民國(guó)北京政府建立后,鑒于革命后全國(guó)地方行政制度的紊亂狀況,為了加強(qiáng)中央集權(quán)、削弱地方軍閥的勢(shì)力,于1913年初頒布了《劃一現(xiàn)行各省地方行政官?gòu)d組織令》等一系列法律、法規(guī),拉開(kāi)了地方行政制度改革的序幕。在這種背景下,東北地方政府按照中央政府的設(shè)計(jì)框架開(kāi)始構(gòu)建東北地方的行政制度。本文在積極借鑒前人相關(guān)研究成果和廣泛搜集檔案資料、報(bào)刊資料、論文資料和一些外文資料的基礎(chǔ)上,對(duì)1912至1928年“東北易幟”前后東北地方行政制度的形成過(guò)程及主要內(nèi)容進(jìn)行了全面深入的論述。本文首先以省為單位對(duì)東北三省在民國(guó)北京政府時(shí)期道、縣行政區(qū)劃的歷史沿革作了具體的闡述,總結(jié)了東北三省行政區(qū)劃變遷的特點(diǎn)及原因。然后著重從組織結(jié)構(gòu)、職權(quán)劃分及運(yùn)行機(jī)制等三個(gè)方面探討了省、道、縣三級(jí)公署的行政體制及其特點(diǎn),考察了各級(jí)行政機(jī)構(gòu)職官的選任與管理情況,并對(duì)這一時(shí)期東北地方發(fā)展中的區(qū)鄉(xiāng)行政制度也進(jìn)行了一番梳理。在此基礎(chǔ)上分析了東北地方行政制度產(chǎn)生的社會(huì)歷史條件與變遷的歷史動(dòng)因,總結(jié)了東北地方行政制度的特點(diǎn)與作用。最后總結(jié)出了研究本課題的幾點(diǎn)認(rèn)識(shí)。本文的主要觀點(diǎn)是,民國(guó)北京政府時(shí)期東北地方行政制度的建立與完善是中國(guó)處于社會(huì)轉(zhuǎn)型期的產(chǎn)物,具體說(shuō)來(lái)是中國(guó)社會(huì)經(jīng)濟(jì)和政治結(jié)構(gòu)變遷、全國(guó)以及東北地方政治局勢(shì)、中央與地方關(guān)系調(diào)適、傳統(tǒng)與現(xiàn)代政治模式蘗合、中西方文化碰撞等多方面因素綜合作用的結(jié)果。同時(shí),東北地方行政制度的建立,還適應(yīng)了當(dāng)時(shí)東北地區(qū)社會(huì)轉(zhuǎn)型的需要,為東北地區(qū)社會(huì)的穩(wěn)定與經(jīng)濟(jì)的發(fā)展提供了制度上的支持與保證。與此同時(shí),東北地方行政制度的實(shí)踐也為我們積累了經(jīng)驗(yàn)、提供了借鑒。
[Abstract]:After the establishment of the Government of the Republic of China in Beijing, in view of the disorder of the local administration system throughout the country after the revolution, in order to strengthen centralization and weaken the influence of local warlords, At the beginning of 1913, a series of laws and regulations were promulgated, such as "uniform order for the Organization of Local Administrative offices in various provinces", which opened the prelude to the reform of local administrative system. Under this background, the northeast local government starts to construct the northeast local administration system according to the central government's design frame. On the basis of actively drawing lessons from previous relevant research results and extensively collecting archives, newspapers, papers and some foreign language materials, From 1912 to 1928, the formation process and main contents of northeast local administrative system before and after "Northeast change of School" were discussed thoroughly and thoroughly. In this paper, the historical evolution of the three northeast provinces in the period of the Beijing government of the Republic of China and the historical evolution of the county administrative divisions are expounded, and the characteristics and causes of the changes of the three administrative divisions in the Northeast are summarized. Then it discusses the administrative system and characteristics of provincial, provincial and county administrative offices from three aspects, namely, organizational structure, division of authority and operation mechanism, and examines the selection and management of officials of administrative organs at all levels. At the same time, the district and township administrative system in the development of Northeast China is also combed. On this basis, this paper analyzes the social and historical conditions and historical reasons of the changes of the local administrative system in Northeast China, and summarizes the characteristics and functions of the local administrative system in the Northeast of China. Finally, the author summarizes the understanding of this subject. The main point of this paper is that the establishment and perfection of the northeast local administration system during the period of the Republic of China's Beijing government is the product of China's social transition period, specifically, the changes of China's social economy and political structure, the national and northeast local political situation. It is the result of the adjustment of the relationship between the central government and the local government, the combination of the traditional and modern political models and the collision of Chinese and western cultures. At the same time, the establishment of the northeast local administration system also adapted to the needs of the social transformation in the Northeast region at that time, and provided institutional support and guarantee for the social stability and economic development of the Northeast region. At the same time, the practice of northeast local administration system has accumulated experience and provided reference for us.
