中共中央第二代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想研究

【摘要】：國家機(jī)關(guān)建設(shè)是個(gè)老問題,也是個(gè)新問題。自新中國成立,國家機(jī)關(guān)建設(shè)始終是中共中央第一代領(lǐng)導(dǎo)集體關(guān)注的重點(diǎn)。改革開放后,傳統(tǒng)政治體制中國家機(jī)關(guān)的弊端對經(jīng)濟(jì)發(fā)展的束縛和市場經(jīng)濟(jì)體制的逐步確立都對新時(shí)期的國家機(jī)關(guān)建設(shè)提出了更高層次的要求。為此,以鄧小平為核心的中共中央第二代領(lǐng)導(dǎo)集體在馬克思主義國家機(jī)關(guān)建設(shè)思想的指導(dǎo)下,結(jié)合中國新時(shí)期的實(shí)際情況,在推進(jìn)改革開放新時(shí)期國家機(jī)關(guān)建設(shè)的過程中,逐步形成了以國家機(jī)關(guān)建設(shè)要以職能轉(zhuǎn)變?yōu)橹行?國家機(jī)構(gòu)及其人員數(shù)量的確定以編制為依據(jù),國家機(jī)關(guān)人員選拔以干部“四化”為標(biāo)準(zhǔn),國家機(jī)關(guān)運(yùn)行堅(jiān)持“民主、法制、監(jiān)督”的原則等為主要內(nèi)容的國家機(jī)關(guān)建設(shè)思想,把馬克思主義國家機(jī)關(guān)建設(shè)思想的中國化推向了新階段、新高度。 縱觀中共中央第二代領(lǐng)導(dǎo)集體領(lǐng)導(dǎo)下的國家機(jī)關(guān)建設(shè)實(shí)踐歷程,大致分為三個(gè)階段:1978年到1982年是消除文革影響、重構(gòu)國家機(jī)關(guān)的改革探索期,1982年到1988年是適應(yīng)改革開放需要、建設(shè)高效務(wù)實(shí)的國家機(jī)關(guān)的改革推進(jìn)期,1988年到1992年是適應(yīng)向社會(huì)主義市場經(jīng)濟(jì)體制轉(zhuǎn)變的國家機(jī)關(guān)改革提升期。從以消除文革錯(cuò)誤、重構(gòu)國家機(jī)關(guān)為主要內(nèi)容的改革探索期,到以建設(shè)高效務(wù)實(shí)的國家機(jī)關(guān)為主要內(nèi)容的改革推進(jìn)期,再到以適應(yīng)向社會(huì)主義市場經(jīng)濟(jì)體制轉(zhuǎn)變的國家機(jī)關(guān)建設(shè)為主要內(nèi)容的改革提升期,每個(gè)階段都體現(xiàn)著對馬克思主義國家機(jī)關(guān)建設(shè)思想的繼承與發(fā)展,是與馬克思、列寧以及中共中央第一代領(lǐng)導(dǎo)集體的國家機(jī)關(guān)建設(shè)思想一脈相承而又有所發(fā)展的。 本文認(rèn)為,以鄧小平為核心的中共中央第二代領(lǐng)導(dǎo)集體的國家機(jī)關(guān)建設(shè)思想是在繼承馬克思、列寧以及中共中央第一代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想的基礎(chǔ)上,結(jié)合中國新時(shí)期面臨的實(shí)際情況發(fā)展起來的,初步揭示了改革開放和社會(huì)主義現(xiàn)代化建設(shè)新時(shí)期我國國家機(jī)關(guān)建設(shè)的基本規(guī)律,為我們現(xiàn)在乃至今后的國家機(jī)關(guān)建設(shè)實(shí)踐起到了積極的指導(dǎo)和借鑒作用。中共中央第二代領(lǐng)導(dǎo)集體的國家機(jī)關(guān)建設(shè)思想在馬克思主義國家機(jī)關(guān)建設(shè)思想中國化的歷史進(jìn)程中有著承前啟后的重要的地位。 中共中央第二代領(lǐng)導(dǎo)集體的國家機(jī)關(guān)建設(shè)思想是馬克思主義國家機(jī)關(guān)建設(shè)思想的中國化,在沒有現(xiàn)成經(jīng)驗(yàn)可循的情況下有其時(shí)代性和探索性的特點(diǎn)。但毋庸置疑的是,中共中央第二代領(lǐng)導(dǎo)集體的國家機(jī)關(guān)建設(shè)思想對于推動(dòng)當(dāng)前我國行政管理體制改革和推進(jìn)全面建設(shè)小康社會(huì)的偉大事業(yè)都具有極為重要的借鑒意義。通過對中共中央第二代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想的研究,可以探析其思想發(fā)展的脈絡(luò),從中總結(jié)出國家機(jī)關(guān)建設(shè)的歷史特點(diǎn)和基本規(guī)律,從而為當(dāng)今乃至以后的國家機(jī)關(guān)建設(shè)指明方向;通過對中共中央第二代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想的研究,可以探析其具體實(shí)踐過程中的成敗得失、從中總結(jié)出我國國家機(jī)關(guān)建設(shè)的經(jīng)驗(yàn)教訓(xùn),從而為“服務(wù)型”政府的構(gòu)建提供有益的啟示;通過對中共中央第二代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想的研究,探索中共中央第二代領(lǐng)導(dǎo)集體國家機(jī)關(guān)建設(shè)思想在馬克思主義國家機(jī)關(guān)建設(shè)思想中國化進(jìn)程中的歷史地位,從而深化對馬克思主義國家機(jī)關(guān)建設(shè)思想的理解,進(jìn)一步推進(jìn)馬克思主義國家機(jī)關(guān)建設(shè)思想中國化的歷史進(jìn)程。
