【摘要】：西北地區(qū)自古以來就是中國(guó)重要的畜牧產(chǎn)區(qū),也是獸疫頻發(fā)的地區(qū)。民國(guó)時(shí)期,國(guó)民政府為了開發(fā)西北畜牧資源,于1941年合并了蒙綏防疫處與西北防疫處的獸疫防治機(jī)構(gòu),在甘肅省蘭州市重新建立了隸屬于農(nóng)林部的專業(yè)獸疫防治機(jī)構(gòu)——西北獸疫防治處。本文通過對(duì)甘肅省檔案館館藏西北獸疫防治處有關(guān)資料的分析,系統(tǒng)介紹了其成立的背景、機(jī)構(gòu)沿革、人員設(shè)置、經(jīng)費(fèi)運(yùn)用、防治思路以及辦理培訓(xùn)班等情況,并指出其對(duì)西北畜牧防治事業(yè)所做出的貢獻(xiàn),最后分析了限制其進(jìn)一步發(fā)展的諸多因素。
[Abstract]:Since ancient times, Northwest China has been an important livestock production area and an area with frequent veterinary diseases. In the period of the Republic of China, in order to exploit the livestock resources in Northwest China, the National Government merged the animal epidemic prevention and control agencies of the Mengsui and Northwest epidemic Prevention offices in 1941. In Lanzhou City, Gansu Province, a specialized veterinary epidemic prevention and control agency, the Northwest OIE Prevention and Control Office, attached to the Ministry of Agriculture and Forestry, was re-established. Based on the analysis of the relevant materials of the Northwest Animal Disease Prevention and Control Office in the archives of Gansu Province, this paper systematically introduces the background of its establishment, the evolution of the organization, the establishment of personnel, the use of funds, the ideas of prevention and control, and the handling of training courses, etc. It also points out its contribution to the cause of livestock control in Northwest China, and finally analyzes the factors restricting its further development.
